U.S. Census Bureau

MAF/TIGER Partnership Software

The purpose of the MAF/TIGER Partnership Software (MTPS) is to provide partnership program participants with a GIS application that has customized functionality required by each of the following Census Bureau geographic partnership programs: LUCA, Participant Statistical Areas Program, Boundary and Annexation Survey, School District Review Program, and the Redistricting Data Program (Phase 2). Ease of use was our top priority in the design of this application. A participant with a stand-alone personal computer with a Windows 98 operating system (the minimal operating system required), and/or limited or no GIS experience could use this application. Internet access is not required.

The MTPS will make its debut with the 2010 Decennial Census LUCA program. Using the MTPS application, the participant will have the ability to view and update the spatial data, the address list (depending on the participation option selected by the participant), and the address count list.

You can find more information about the MTPS via the internet at the Census Bureau Acquisition Website: the announcement of the opening of Phase I, Down-Select Process, for the acquisition of the PC/Web Based Application Software Application Support Task (currently known as the MTPS), as described in the Request for Solutions (RFS) #T1-0004. Attachment 1, Section C - "Statement of Need and Performance Required" contains the high level requirements for the software. At the onset of the post-award phase of the contract, detailed requirements were developed to customize the MTPS for the 2010 Decennial Census LUCA program [PDF] [TXT], the Boundary and Annexation Survey [PDF] [TXT], the Redistricting Data Program (Phase 2) [PDF] [TXT], and the School District Review Program [PDF] [TXT]. We will provide the requirements for additional geographic participant programs sponsored by the Census Bureau when available.
