Results and Recommendations from the Final Round of Cognitive Pretesting
with the SIPP Advance Letter

ABSTRACT
Structured cognitive interviews (n = 10) were conducted to evaluate proposed changes to the Survey of Income and Program Participation (SIPP) Advance Letter regarding the data use statement and a statement on specific penalties for disclosure of confidential information. Results showed that: 1) a revised data use statement maintained the core message of the existing statement and could safely replace the original; 2) addition of information on specific penalties for disclosure of confidential information raised questions that the letter did not address and should therefore be omitted; and 3) many respondents could not determine the letter’s origin. A recommended version of the SIPP Advance Letter is included as an attachment.
