NHLBI POLICY ON COMPETING CONTINUATION (TYPE 2) SUBMISSIONS

Instructions for competing continuation applications are contained in the
PHS 398 application kit (rev. 5/2001). For completion of Item 6 on the Face
Page, “Dates of Proposed Period of Support,” applicants are
referred to the
PHS receipt, review, and award schedule ( http://grants1.nih.gov/grants/funding/phs398/instructions2/p1_submission_dates.htm#Table2_Cycles
), which lists the earliest possible award start dates associated with
the standard application receipt dates. The Form 398 instructions also direct
applicants for competing continuations to “choose a beginning date
immediately following the termination date of the current period of support.”
The NHLBI is aware of the desire of investigators to avoid interruptions
in support and to ensure that sufficient time is available to them to
prepare and submit a revised application if necessary. Many investigators
use their authority for a one-time, automatic no-cost extension to prevent
a hiatus in support. Others choose to submit a competing continuation
application early. Both of these practices are acceptable. However, all
applicants should be aware that:
- A competing continuation application will not be awarded before the
end of the last noncompeting continuation period of the previous competitive
project period. Decisions regarding funding for such applications are
made in accordance with the funding plan of the NHLBI for the fiscal
year of their requested start date or the fiscal year of their earliest
possible start date, whichever occurs later.
- The NHLBI is not required to meet a requested start date. The PHS
398 application states “NIH awarding components may not always
be able to honor the requested start date. No commitments or obligations
should be made until confirmation of the actual start date by the awarding
component.”
