The foreign ministers and representatives
from more than 100 governments, who met in Warsaw, Poland, on June 26-27, 2000, issued a Warsaw Declaration that expresses their common aspiration
and commitment to promote, strengthen and preserve democracy. The Government of Poland will ask that the Warsaw Declaration be
circulated as an official document of the Millennium Assembly of the

In her closing remarks at the Plenary Session Secretary of State Albright said: "We leave Warsaw, understanding that the task we have set for ourselves has just begun. But we have made a good start by endorsing the Warsaw Declaration, and thereby reaffirming the fundamental principles of democracy, and pledging ourselves to their fuller realization within each of our lands" [ June 27, 2000: full text] In her opening remarks introducing a video message from Nobel Peace Prize winner Aung San Suu Kyi, Secretary of State Albright said: "We are here in Warsaw this week to affirm our faith in democracy's promise and to pledge our best efforts to fulfill that promise not just for some, but for all our citizens." In her address to the World Forum on Democracy Secretary Albright said: "We need a true democratic community; defined not by what we are against, but by what we are for; enshrined by leaders from every point on the compass; and strengthened by the full participation of civil society."
