Arms Control and International Security Fellowships The Department of State sponsors two academic research programs that support the arms control, nonproliferation and disarmament policies of the United States Government.  The Hubert H. Humphrey Doctoral Fellowships offer grants to graduate students who have completed all of their doctoral requirements except for their dissertation.  The William C. Foster Fellows Visiting Scholars Program provides an opportunity for active participation in the arms control, nonproliferation, and disarmament activities of the Department of State by scholars from across a range of disciplines. Hubert H. Humphrey Doctoral Fellowships in Arms Control, Nonproliferation and Disarmament* The Department of State sponsors the Hubert H. Humphrey Fellowships in Arms Control, Nonproliferation and Disarmament, designed to encourage specialized training and research in the arms control field.  Formerly sponsored by the U.S. Arms Control and Disarmament Agency (ACDA), 21 rounds of competition have been held since the program's inception in 1979, and a total of 90 awards have been issued. 2002-2003 William C. Foster Fellows Visiting Scholars Program* U.S. Department of State (DOS) conducts an annual competition for selection of visiting scholars to participate in State activities during a given academic year.  Section 202 of the Arms Control and Disarmament Act states that the purpose of the program is to give specialists in disciplines relevant to the Department of State's activities an opportunity for active participation in the arms control, nonproliferation, and disarmament activities of the Department of State. The program is named for the first Director of the Arms Control and Disarmament Agency (ACDA) that originally offered the fellowship, and recipient scholars are known as William C.
