Task Order 15: Enhancing TB programs capacity for
self-evaluation: testing new tools and developing an evaluation
toolkit
Task Order 15 is a project to develop user-friendly tools that
can be used to evaluate local and state TB programs. The goal of the
project is for programs to obtain technical assistance in evaluation
so that they are able to implement program evaluation.

Triangle Institute, and New York State Health Research Inc.
Study Objectives
- Engage and involve partners from state and local programs to
develop and test the draft tools, and to improve the draft
tools, based on the field tests to provide state and local TB
control
- Provide TB programs with a flexible, useful toolkit to
properly and efficiently conduct self-evaluations to ultimately
improve performance.
Study Design
This project is designed develop and pilot test evaluation tools
under programmatic and operational conditions to determine their
suitability and utility. Local programs will implement the draft
tools to conduct self-evaluations, and based on their experiences,
the local programs will also evaluate the tools for utility,
feasibility, and accuracy. They will also record what adaptations
were necessary to make the tools more useful in the field. Tools and
materials that emerge from the pilot tests will be disseminated to
TB programs nationally to use as part of their routine evaluation
activities.
Study Progress
The Illinois site found that they had important variations among
local programs’ operations. They addressed this by revising policies
and procedures to promote more standardization and have integrated
their findings into their program’s general evaluation plan. New
York State has found that their method of examining case management
provides them, at the state level, with important information about
program activities and permits targeted assistance. They will repeat
the assessments in additional counties and build this into their
on-going program evaluation activities. South Carolina continues to
develop test evaluation tools related to contact investigations.
