SUBJECT:    SCSR Inventory and Report

Who needs this information?
Operators of underground coal mines, independent contractors, miner's representatives, Mine Safety and Health Administration (MSHA) enforcement personnel, state mining agencies, and other interested parties need this information.

What is the purpose of this bulletin?
This Program Information Bulletin (PIB) informs coal mine operators to submit to MSHA a complete inventory of their Self-Contained Self-Rescuer (SCSR) units, as required by the Emergency Mine Evacuation Final Rule, issued on December 8, 2006.

Information
Title 30, C.F.R. § 75.1714-8 requires coal mine operators to submit to MSHA a complete inventory of their SCSR units by March 31, 2007, and to update the list quarterly as needed. New mines must submit their inventories within 3 months of beginning operations. Inventory information can be submitted online or by fax, email or postal mail.

Approved forms for submitting this information are now available. Operators should use the online forms for reporting inventory and updates which are available on the MSHA web site at www.msha.gov. All coal mine operators that have not already submitted a complete inventory of their SCSR units should use the new forms to submit their inventories as soon as possible. Coal mine safety and health inspectors will check for inventory reporting compliance during their next quarterly inspection. If noncompliance is identified, appropriate enforcement action will be taken at that time.
