SKILES Director of Technical Support SUBJECT: Scrubber Overflow Port Used on Atlas Copco Wagner Incorporated (ACW) Permissible Diesel Engine Power Packages Who needs this information? Mine Safety and Health Administration (MSHA) Coal Mine Safety and Health (CMS&H) inspectors, coal mine operators using diesel-powered equipment, and miners' representatives need this information. Why is MSHA issuing this bulletin? MSHA is issuing this bulletin to inform the mining industry that an approved retrofit kit is available for affected Atlas Copco Wagner (ACW) Permissible Diesel Engine Power Packages to prevent unfiltered exhaust from entering the mine atmosphere during engine operation. This retrofit kit also provides overflow protection at the scrubber when the engine is not operating. What is the background for this notification? On permissible diesel-powered equipment approved under Title 30 Code of Federal Regulations (CFR), Part 36, the engine's exhaust gas is cooled before it exits the tailpipe. On many machines, the exhaust gas is bubbled through a water bath scrubber to cool the exhaust. Some systems require the scrubber water to be manually replenished while others automatically supply additional water stored on the machine through a water make-up tank. One of these automatic make-up systems manufactured by ACW and used on certain machines manufactured by ACW, Getman, and Cyprus Plateau Mining had an overflow hole built into the scrubber. This hole allowed excess water to drain from the scrubber. The hole was incorporated into the design to prevent excess scrubber water from flowing back into the engine combustion chamber from the exhaust pipe and damaging the engine on start up. The scrubber was approved with this hole long before the Diesel Particulate Matter (DPM) regulations became effective. With the implementation of the DPM standards, 30 CFR Part 72, this condition does not meet the standard and must be corrected. ACW has developed the retrofit kit to allow the system to function as originally intended while directing all of the exhaust from the scrubber to the filter. This retrofit kit also protects the engine when it is not operating. Since the scrubber is part of the approved safety system, changes must not be made without MSHA approval. What machines are affected? The following is a list of ACW machines that may have the overflow hole in the scrubber:
What steps should be taken? Mine operators must modify the machine to prevent unfiltered exhaust gas from entering the mine environment. Mine operators should reference part number 5575444600 when contacting ACW for the approved retrofit kit.
