Drought Monitor 12-month Animations

The 12-month animation files consist of the last map of each month for the selected year. The animation file for the current year will be updated at the end of each month. Because the Drought Monitor did not make its debut until May 1999, the 1999 animation file does not contain a complete year of maps.
