Abstract:
This notice proposes to exempt five categories of area (small) sources from title V operating permits. Proposed for exemption from title V are small sources subject to national emission standards for hazardous air pollutants (NESHAPs) for dry cleaners, halogenated solvent degreasers, chrome electroplaters, ethylene oxide sterilizers, and secondary aluminum smelters. These exemptions will not affect any requirements of the NESHAPs that apply to these sources. In the notice, we also decline to exempt from title V small sources subject to the NESHAP for secondary lead smelting. A previous deferral from permitting for these six categories expired on December 9, 2004, subjecting all such sources to the title V program unless and until EPA finalizes a title V exemption for the category.
