Moot named Commission Chief of Staff, Marlette new General Counsel

Federal Energy Regulatory Commission Chairman Joseph T. Kelliher today announced the appointment of John S. Moot as the Commission's Chief of Staff.

Moot has been serving as General Counsel to the Commission since August 2005.

"The Commission is facing a number of significant policy challenges," Kelliher said. "We have reorganized to improve our ability to address these challenges, and there is a need to assure close cooperation among Commission program offices. I have named John Moot Chief of Staff to improve our ability to successfully address these policy challenges. I have great confidence in John's judgment on policy matters, and in his ability to help lead a talented and able staff."

Replacing Moot as General Counsel will be veteran FERC attorney Cynthia Marlette. Marlette has been at the Commission since 1979 and served as Commission General Counsel from 2001-2005. In 2005 Kelliher appointed her to oversee the Commission's implementation of its substantial new obligations under the Energy Policy Act of 2005. That new law required the Commission to implement 15 rulemakings in a very short period of time, representing the most significant changes in FERC's responsibilities in 70 years.

"Cyndy led our successful effort on implementation of the Energy Policy Act of 2005, and I have asked her to resume her leadership of the Office of General Counsel," Kelliher said. "I believe these changes will strengthen the Commission's senior staff and improve the ability of the agency to discharge the will of the Commission."

Prior to joining the Commission, Moot was a partner at the law firm Skadden, Arps, Slate, Meagher & Flom LLP, and also had been an associate at Verner, Liipfert, Bernhard, McPherson & Hand. He has represented publicly owned utilities, rural electric cooperatives, investor-owned utilities, wholesale power customers, state regulatory commissions and merchant generators.

Moot earned his J.D. as a 1988 cum laude graduate of American University Washington College of Law, where he was editor-in-chief of the Administrative Law Journal. Moot earned a Bachelor of Arts degree from St. Lawrence University in 1983. He is admitted to practice before the District of Columbia and Maryland bars.

Marlette holds a B.A. degree from the University of South Florida and earned her J.D. from the American University Washington College of Law. She is licensed to practice law before the Court of Appeals of Maryland, District of Columbia Court of Appeals, U.S. Court of Appeals for the District of Columbia Circuit, and the Supreme Court of the United States.
