Biographies of Members

Joseph Alhadeff, Chief Privacy Officer at Oracle Corporation, Washington, DC. Mr. Alhadeff participates and contributes to privacy issues through a number of key international forums, including Asian Pacific Economic Cooperation (APEC), Organization for Economic Cooperation and Development (OECD), and the U.S. Council for International Business (USCIB). Mr. Alhadeff is serving a 3-year term.

Ana I. Antón is a Professor of Computer Science at North Carolina State University, Raleigh, NC. Dr. Antón is a distinguished research professor in the software engineering field and is the Director of privacy research team that is partially funded by the National Science Fund comprised of researchers at three universities. She has extensive professional expertise with research concerning privacy and security. Dr. Antón is serving a 3-year term.

Ramon Barquin, President at Barquin International, Washington, DC. Dr. Barquin has extensive technical and policy experience in data mining, system interoperability, and computer ethics. He worked at IBM for many years in both management and technical assignments prior to starting his own business developing information system strategies for public and private sector enterprises. Dr. Barquin is serving a 3-year term.

J. Howard Beales III, Associate Professor of Strategic Management and Public Policy at The George Washington University, Arlington, VA. Mr. Beales recently stepped down from his position as Director of Consumer Protection at the Federal Trade Commission, where privacy was a key initiative during his tenure. Mr. Beales is serving a 3-year term

Thomas M. Boyd is a Partner at DLA Piper US LLP, Washington, D.C. Mr. Boyd served as Assistant Attorney General for the Department of Justice during the Reagan and Bush Administrations. He is lead counsel to the National Business Coalition on E-Commerce and Privacy, and his current commercial practice includes privacy issues. Mr. Boyd is serving a 3-year term.

Daniel W. Caprio, Jr. is President & CEO of DC Strategies LLC, Washington, D.C. Mr. Caprio focuses on representing businesses and associations before Congress and Executive Branch departments and agencies on issues involving the internet, electronic commerce, data privacy, cyber security, and telecommunications. Mr. Caprio is serving a 3-year term.

Renard Francois is an Attorney with Caterpillar, Inc. in Peoria, IL. Mr. Francois is in the firm's Regulatory-Data Privacy, Legal Services Division where he works on privacy investigations. Prior to joining Caterpillar Inc., he was an attorney at Bass, Berry & Sims in Nashville, TN, where he worked in the firm's Litigation Department on corporate internal investigations. He also has an LL.M. in Information Technology and Privacy Law. Mr. Francois is serving a 3-year term.

D. Reed Freeman, Jr., is a Partner in the Washington, DC, office of Kelley Drye Collier Shannon. He focuses on all aspects of consumer protection law, including privacy, data security and breach notification, online and offline advertising, and direct marketing. Mr. Freeman is an Adjunct Professor for advertising and privacy law at George Mason University School of Law and a Certified Information Privacy Professional by the International Association of Privacy Professionals. Mr. Freeman is serving a 4-year term.

James W. Harper, Editor of Privacilla.org and Director of Information Policy Studies, Cato Institute, Washington, DC. Mr. Harper operates a Web-based think-tank that is devoted to researching privacy as a public policy issue and serves as Director of Information Policy Studies at the Cato Institute. He has worked on Capitol Hill in various capacities most recently as counsel to the United States House Committee on Judiciary, Subcommittee on Commercial and Administrative Law. Mr. Harper is serving a 4-year term.

Kirk Herath, Associate Vice-President, Associate General Counsel, and Chief Privacy Officer for Nationwide Insurance Companies and affiliates based in Columbus, OH. Mr. Herath heads up a team that has primary responsibility for corporate privacy policy and implementing privacy across all lines of business. He represents Nationwide’s interests on many industry and business privacy groups and before legislative and regulatory bodies.  He is responsible for all legal issues impacting privacy, information security, technology and information systems, confidentiality and data integrity. Kirk is Past President of the International Association of Privacy Professionals and still sits on the Board. Mr. Herath is serving a 2-year term.

David A. Hoffman, Group Counsel and Director of Privacy, Intel Corporation, Hillsboro, OR. Mr. Hoffman has experience in privacy policy issues at the business and technical level, working on issues of interoperability, improved data quality, and data retention. He serves on the board of directors for the non-profit privacy compliance organization, TRUSTe. Mr. Hoffman is serving a 4-year term.

Lance Hoffman, Professor at The George Washington University, Washington, DC. Professor Hoffman is a distinguished research professor of Computer Science and founded and leads the computer security program at The George Washington University. Professor Hoffman is serving a 4-year term.

Joanne McNabb, Chief, Office of Privacy Protection, California Department of Consumer Affairs, Sacramento, CA. Ms. McNabb provides consumer education and practice recommendations on privacy issues to California state residents, businesses and government. Ms. McNabb is serving a 4-year term.

Charles Palmer, CTO Security and Privacy, Associate Director of Computer Science Research at IBM, Yorktown Heights, NY. Dr. Palmer manages the Security, Networking, and Privacy Departments at the IBM Thomas J. Watson Research Center, where various teams around the world are developing privacy-related technology and exploring how technology can help preserve privacy while improving data quality. Dr. Palmer is serving a 4-year term.

Neville Pattinson is the Vice President of Government Affairs and Standards at Gemalto, Austin, TX. Mr. Pattinson is a leading expert on smart card technology and using it to keep identity credential data and biometrics secure and private in identity documents. Pattinson is also a Board Member of the Smart Card Alliance. Mr. Pattinson is serving a 3-year term.

Lawrence Ponemon is the Chairman and Founder at the Ponemon Institute, Tucson, AZ. The Ponemon Institute is dedicated to advancing responsible information management, privacy and data protection practices in the public and private sectors. He recently published a report comparing privacy compliance in the U.S. and the European Union, Benchmark Study of European and U.S. Corporate Privacy Practices. Dr. Ponemon is serving a 3-year term.

Richard V. Purcell, Chief Executive Officer at Corporate Privacy Group, Nordland, WA. Mr. Purcell runs an independent privacy consulting group, focusing on policies, practices, and education. He is currently Chairman of TRUSTe and was formally the Chief Privacy Officer for Microsoft Corporation. Mr. Purcell is serving a 3-year term.

John Sabo, Manager, Security and Privacy Initiatives at CA, Inc., Herndon, VA. Mr. Sabo is President of the Information Technology - Information Sharing and Analysis Center (IT-ISAC) and President of the International Security Trust and Privacy Alliance. He has over 15 years experience addressing privacy and security issues for IT systems at the Social Security Administration and CA. Mr. Sabo is serving a 3-year term.

Lisa J. Sotto, Partner at Hunton & Williams, New York, NY. Ms. Sotto heads the firm's Privacy & Information Management Practice and works extensively with the firm's Center for Information Policy Leadership on topics ranging from improved privacy notices to responsible pattern analysis. She is a member of the family of a 9/11 victim. Ms. Sotto is serving a 4-year term.
