General Petition Guidelines
  In order to bring a successful dumping or subsidy allegation, a petitioning U.S. industry must show that dumping of a particular product is occurring and/or that a countervailable subsidy has been granted and that the U.S. industry producing that product is suffering "material injury or the threat thereof" as a direct result of the dumping and/or subsidies.
  In evaluating whether a case should be initiated, the Department focuses on the following areas: 1) the scope of the investigation; 2) the domestic like product; 3) industry support; 4) the dumping/subsidy allegation; and 5) injury and causation.
