Secretary Napolitano - I know that the union is lobbying to remove FEMA from DHS, but please fight to keep it integrated with the DHS family. As you know the USCG and FEMA, as well as other DHS components have integrated operations and disasters often require coordinated responses.
I'd also like to recommend that you recruit DHS employees from other components to serve as "reserve" augmentees to FEMA. DHS employees could help in the FEMA call centers or become CERT trained and respond to disasters in their community.
I know that you are a proponent for "One DHS" and this integration would help to foster a culture of inclusion.
Thanks for your continuing commitment to open communications.
