The Appalachian Regional Commission occasionally awards contracts for research on topics that impact economic development in the Appalachian Region, as well as contracts to provide technical assistance and services to the Region. Requests for proposals will be posted as they are issued by ARC.

FY 2009 Substance Abuse Grant Competition RFP
ARC is sponsoring a second grant competition, in the amount of $250,000, for community interventions to address substance abuse in the Appalachian Region. Awards of up to $40,000 for single-state projects will be considered (and as much as $75,000 is possible for multi-state projects) to assist communities in collaboratively addressing this multi-faceted issue by building sustainable capacity to provide for improved community interventions and services addressing issues of illegal drugs and prescription drug abuse. The deadline for submission of proposals is June 30, 2009.

FY 2009 Energy Grant Competition RFPs
Two RFPs have been issued as part of ARC's fiscal year 2009 energy grant competition. The first focuses on renewable energy and energy efficiency for K–12 schools, and the second on renewable-energy and energy-efficiency training and certification programs to be delivered by community colleges, vocational and technical schools, trade associations, four-year colleges and universities, and nonprofits. Information on the RFPs is provided below. The deadline for submission of proposals is May 29, 2009.

Renewable Energy and Energy Efficiency for K–12 Schools (PDF)
ARC expects to provide six to ten awards of up to $45,000 each, for a total of $250,000 in awards, to help implement energy-efficiency and renewable-energy programs in K–12 schools within the Appalachian Region. This grant program will underwrite costs of installing renewable-energy and energy-efficiency equipment in K–12 schools in Appalachia, and provide support for the implementation of associated science, environment, and business curricula in the classroom. Renewable-energy equipment eligible for this RFP will include: wind power; solar power, both solar thermal or photovoltaics; fuel cells; biofuels; and geothermal systems. A range of energy-efficiency technologies are also eligible for this grant program.

Renewable-Energy and Energy-Efficiency Training and Certification Programs (PDF)
ARC expects to provide seven to ten awards of up to $40,000 each, for a total of $250,000 in awards, to help implement energy-efficiency and renewable-energy training and certification programs for adults within the Appalachian Region. These training programs can be administered by postsecondary institutions, such as vocational and technical schools, community colleges, and four-year colleges and universities, as well as by nonprofit trade associations, other nonprofit organizations, and government entities. The programs will provide trained employees for supply-chain jobs in the renewable-energy and energy-efficiency fields, certification for installers of renewable-energy and energy-efficiency technologies, and support for implementing energy-efficiency education and training curricula.
