State, Local, Tribal and Territorial Government Coordinating Council

In order to bring together critical infrastructure and key resources (CIKR) protection experts from the private sector and all levels of government, the Department of Homeland Security established the State, Local, Tribal, and Territorial Government Coordinating Council (SLTTGCC).

The SLTTGCC functions as a forum for state, local, tribal, and territorial government representatives to engage with the federal government and the CIKR owners and operators within the Sector Partnership Framework, to achieve the homeland security mission of protecting the nation's critical infrastructure.

The Council is limited to 30 members. State, local, tribal, and territorial leaders that meet the above criteria can be nominated for membership on the SLTTGCC, when a seat becomes available, the Council will consider qualified nominees to appoint to the open seat(s).

Council Membership

The SLTTGCC is led by the Executive Committee, consisting of the Chair, Vice-Chair, and the chairs of the various Council working groups.  The current leadership includes:

  • Chair – BG Michael McDaniel, Homeland Security Advisor and Assistant Adjutant General for Homeland Security, State of Michigan.
  • Vice Chair – John Ball, Director of Emergency  Management, Indianapolis – Marion County, Indiana.

Working Group Chairs:

  • Cherrie Black, Critical-terrorism Vulnerability Information Working Group
  • Brian Keith, Constellation/Critical Asset Management System Working Group
  • John Paczkowski, Information Sharing and Collaboration Working Group
  • Shelly Schechter, Communication and Coordination Working Group
  • Ulie Seal, Policy and Planning Working Group
