The Department of Homeland Security Office of National Laboratories (ONL) develops, sustains and expands a coordinated network of Department of Homeland Security National Laboratories and Department of Energy National Laboratories and other federal centers to help deliver critical homeland capabilities. In addition to its oversight and funding of the Department laboratory operations, ONL coordinates and aligns with six Directorate of Science and Technology technical divisions that myriad homeland-security activities throughout the United States Research and Development community. ONL provides a coordinated, enduring core of productive science, technology, and engineering laboratories, organizations, and institutions, which can provide the knowledge and technology required to secure the Nation.

The ONL "Harvesting Innovation" project, for example, has already improved the way that the Directorate of Science and Technology can leverage the scientific and technical expertise at national facilities. "Harvesting Innovation" gathers detailed information about efforts supporting Laboratory-Directed Research and Development (LDRD) programs and shares this with Department directors, division heads and program managers. Energy Department labs allocated some $400 million per year in LDRD, approximately $90 million of which is related to homeland-security requirements. to facilitate information exchange, ONL uses specialized software to correlate LDRD projects with the Department Science and Technology Directorate strategic goals and ongoing programs as well as planned projects in all six divisions. This minimized duplication of effort and maximizes the nation's return on its homeland-security Directorate of Science and Technology investments.
