This sub-study assess FEMA’s compliance with the National Environmental Policy Act and Executive Order 11988; evaluates litigation in cases where the NFIP is alleged to have encouraged development of habitat protected by the Endangered Species Act; gathers data about community perceptions of the role of the NFIP in development and homeowner perception of flood risk; examines what types of communities use incentives in the Community Rating System to adopt floodplain protection practices; and examines the NFIP’s relationship to the Coastal Barrier Resource System.
