Joseph Watson, Jr. Joins NTIA as Associate Administrator for the Office of Policy Analysis and Development Joseph Watson, Jr., formerly legislative director to United States Senator Peter G. Fitzgerald (R-IL), has joined NTIA as Associate Administrator for the Office of Policy Analysis and Development. In this capacity, he will direct the department that conducts research and analysis and prepares policy recommendations for Acting Assistant Secretary Michael D. Gallagher. "Joe's legislative experience on Capitol Hill and his background as a telecommunications attorney have added importance for NTIA at this time of transition, when so many historic telecommunications rules and regulations are being scrutinized and re-evaluated," said Acting Assistant Secretary Gallagher. "Joe will bring a valuable new perspective to this challenging assignment." Before his service as legislative counsel and legislative director to Senator Fitzgerald, Watson was associated with the law firm of Hopkins & Sutter in Chicago, Illinois, where he represented clients in telecommunications and energy matters.
