Before he was sworn in as Ambassador to Brunei, Ambassador Todd served as the Acting Inspector General of the Department of State, a position he held since January 2008. Previously, Mr. Todd had been appointed as Deputy Inspector General on June 15, 2006. In both capacities, he directed all Office of Inspector General activities, domestically and abroad, including 260 diplomatic missions in 163 countries, and international broadcasting operations in 65 broadcast languages that reach an audience of more than 155 million people around the world.
Prior to his assignment in the OIG, Ambassador Todd served in the Bureau of International Narcotics and Law Enforcement Affairs (INL). Over a four-year period starting in 2002, Ambassador Todd served in several INL senior positions, including Principal Deputy Assistant Secretary (PDAS), Deputy Assistant Secretary (DAS) for International Civilian Police and Rule of Law Programs (CivPol), and for the Office of Asia, Africa, Europe and the Middle East (AAE), as well as Executive Director and Controller. As PDAS, he was the Chief Operating Officer for global programs, including all post-conflict activities. His leadership placed him at the forefront of international programs for rule of law, police training and counternarcotics efforts in some of the most volatile regions of the world, including Iraq, Afghanistan, and Colombia. Ambassador Todd managed more than 4,000 employees and contractors in more than 75 theatres of operation. As INL's Executive Director/Controller, he managed about one-sixth of the State Department's budget (more than $3.5 billion), and one-fourth of the Department’s assets.
Ambassador Todd has held several other senior positions within the U.S. Government, including Executive Director of the Bureau of Resource Management, Department of State; Director of the Office of Security and Management in the Office of the Secretary, Department of Transportation; and Director of Planning and Resource Management for the U.S. and Foreign Commercial Service in the Department of Commerce.
Ambassador Todd has been a career member of the Senior Executive Service for more than 10 years. He has been highly decorated and recognized throughout his career for his strong program and management skills, receiving a Presidential Rank Award in 2005, and six annual SES meritorious performance awards over the period 2000 through 2007. He also received two Special Act Group Awards (Iraq/Jordan and Afghanistan) in 2004, a Director General's (US&FCS) Special Act Award (China) in 1996, and a Bronze Medal at the Department of Commerce in 1988.
Ambassador Todd is married and has four children. He is also a Certified Public Accountant, licensed in the State of Virginia.
