Robert B. Nolan is a career member of the Senior Foreign Service with the rank of FE-MC. Mr. Nolan has been the Director of the Office of Career Development and Assignments in the Bureau of Human Resources since July 2006. Prior to this assignment, he was from 2001 to 2006 the Director of the Office of Performance Evaluation in the Bureau of Human Resources. Before that, he served as the Principal Officer in Monterrey from 2000 to 2001, Executive Director for the Bureau of Western Hemisphere Affairs from 1997 to 2000, Director of Policy and Planning in the Office of the Under Secretary of State for Management from 1996 to 1997, and Director of the Office of Overseas Employment in the Bureau of Human Resources from 1994 to 1996.

His previous overseas assignments include service as Administrative Officer in Helsinki from 1992 to 1994; in Havana from 1986 to 1988; and in Antananarivo from 1978 to 1981. His first overseas assignment in the Foreign Service was as the General Services Officer in Conakry from 1977 to 1978.

Mr. Nolan speaks French and Spanish. He received Senior Foreign Service performance pay in 2006, 2005, 2004, 2003, 2002, 2000, and 1999. He also earned individual Superior Honor awards in 2006, 2004, 2000 and 1993 as well as a Meritorious Honor Award in 1988, and shared Group Meritorious Honor awards in 2003, 1989, and 1988.

Prior to joining the Foreign Service in 1976, Mr. Nolan earned a Bachelor’s degree in business administration from Villanova University in 1974. He also studied business administration at The George Washington University.
