Prior to assuming her new position, she was the Deputy Chief Information Officer (DCIO) for Business, Planning and Customer Service and the Chief Knowledge Officer from April 2006. From 1989, when she joined the Foreign Service, to 2006, she served in a number of positions in Washington and overseas, including the Dean of the School of Applied Information Technology (SAIT) at the Foreign Service Institute. Prior to her SAIT assignment, she served as Information Management Officer in Cairo, Egypt, Special Assistant in the Bureau of Administration (A), Office Director for Customer Service, Bureau of Information Resource Management (IRM) and Deputy Executive Director in the Bureau of East Asia and Pacific Affairs (EAP). Her overseas Information Management assignments also include Caracas, Venezuela.
Ms. Swart is a graduate of the National War College. She received her undergraduate degree from Virginia Commonwealth University.
