Nome Hazard Mitigation Plan First In State

Anchorage, AK -- Federal Emergency Management Agency (FEMA) Regional Director John Pennington will present the City of Nome's Hazard Mitigation Plan approval certificate to Mayor Leo Rasmussen and City Manager Randy Romenesko on Tuesday, April 8, 2003 at 8:00 a.m. during the Alaska Emergency Management Conference at the Anchorage Hilton Hotel. FEMA Region 10 is now one of five directorates under the Department of Homeland Security, and includes Alaska, Idaho, Oregon and Washington State. According to Pennington, Nome's plan is the first plan approved in the state of Alaska, and only the second to be approved in the nation.

"The City of Nome's Land Use Planning Commission and the Alaska Division of Emergency Services have put together a solid multi-hazards plan that will effectively reduce future risk," said Pennington. "Their plan is fully compliant with the Disaster Mitigation Act of 2000 and guarantees the City of Nome access to Hazard Mitigation Grant Program funds."

Under the Disaster Mitigation Act of 2000, FEMA-approved hazard mitigation plans are a prerequisite for Stafford Act mitigation project grant eligibility. Under the new criteria, plans must address planning process, risk assessment, mitigation strategies and provide for plan maintenance. FEMA's Hazard Mitigation Grant Program (HMGP) is administered in Alaska by the Alaska Division of Emergency Services (ADES) and can provide up to 7.5 percent of the total federal disaster assistance in Presidentially-declared disasters to local governments for hazard mitigation projects.
