The Financial Crisis as the Second 9/11
The failure to connect the dots, dismissal of warnings as unfounded, declarations
of unexpected calamity, calls for urgent action by government to prevent
greater disaster, insistence that Congress and the Administration must act
immediately, frightening secret briefings by those who claim to know what
has led to the emergency and what must be done to handle it, public assurances
that while the nation is in jeopardy wise heads have a plan for protection,
with continuing risk to be borne by all Americans, those responsible for
a solution to be trusted in the future even though they failed in their
responsiblities to prevent the crisis, and don't waste time questioning who
was responsible for the failure now is the time to plan for the future.
That the problem is due to the US dropping its guard, being complacent about
its superiority, not recognizing threats different from those well-known
in political and military terms. And failing to see that a national threat
has come from a source that no sensible person could have foreseen, sure
a few gloom and doomers raised alarms about incomprehensible financial dealings,
but who could believe those obsessed with imaginary hazards to the financial
market.
Financial power has shifted from the US to Asia and the Middle East, some
say, and who knows, maybe that was the plan -- to outfox the US masters of
the financial universe who believed that nobody better knew global economics,
and no nation could challenge military protection of the US economy.
Since 9/11 the second 9/11 was predicted to happen in a way that could not
be anticipated, that its success would depend on bypassing defenses derived
from the first 9/11. Not nuclear, biological or chemical, but financial.
Why target a few thousands when millions can be harmed using the institutions
and technologies invented for global commerce supremacy -- hi-jacked airliners
a mere test run.
The confused rush to handle the financial crisis with piecemeal reactions
developed over a couple of weeks is likely to have been anticipated by attackers
to panic their targets while continuing to withdraw funds from US institutions,
picking them off one by one, assured that no military countermeasure is possible
so long as targets cannot be identified in time to halt the aggression.
Or is there an armageddon military spasm in the offing of wounded warriors
unable to pinpoint targets so goes for all in the database of those who invented,
inflicted, condoned and avoided punishment for debt WMD.

Continuation of the National Emergency With
Respect to Persons Who Commit, Threaten to Commit, or
Support Terrorism
On September 23, 2001, by Executive Order 13224, I
declared a national emergency with respect to persons
who commit, threaten to commit, or support terrorism,
pursuant to the International Emergency Economic Powers
Act (50 U.S.C. 1701-1706). I took this action to deal
with the unusual and extraordinary threat to the
national security, foreign policy, and economy of the
United States constituted by the grave acts of
terrorism and threats of terrorism committed by foreign
terrorists, including the terrorist attacks in New
York, in Pennsylvania, and against the Pentagon
committed on September 11, 2001, and the continuing and
immediate threat of further attacks against United
States nationals or the United States. Because the
actions of these persons who commit, threaten to
commit, or support terrorism continue to pose an
unusual and extraordinary threat to the United States,
the national emergency declared on September 23, 2001,
and the measures adopted on that date to deal with that
emergency, must continue in effect beyond September 23,
2008. Therefore, in accordance with section 202(d) of
the National Emergencies Act (50 U.S.C. 1622(d)), I am
continuing for 1 year the national emergency with
respect to persons who commit, threaten to commit, or
support terrorism.
This notice shall be published in the Federal Register
and transmitted to the Congress.

WIKILEAKS PRESS RELEASE

Fox News demagogue, Bill O'Reilly, has been hacked and the details passed
to Wikileaks.
Wikileaks has been informed the hack was a response to the pundit's scurrilous
attacks over the Sarah Palin's email story--including on Wikileaks and other
members of the press, Hacktivists, thumbing their noses at the pundit, took
control of O'Reilly's main site, BillOReilly.com. According to our source,
the security protecting O'Reilly's site and subscribers was "non-existent".
The following image, submitted to Wikileaks and confirmed by Wikileaks staff,
offers proof of the hack. The image, clearly obtained from BillOreilly.com's
administrative interface, shows a detailled list -- including passwords --
of BillOreilly.com subscribers. Although Wikileaks has only released one
page, it must be assumed that Bill O'Reilly's entire subscriber list is,
as of now, in the public domain. |

CONNECTING THE DOTS
Using New FBI Technology
The eGuardian systemwhich is being piloted by several agencies
and will start being rolled out in phases nationwide by years end,
complete with trainingwill enable near real-time sharing and tracking
of terror information and suspicious activities with our local, state, tribal,
and federal partners. Its actually a spin-off of a similar but classified
tool called Guardian that weve been using inside the Bureauand
sharing with vetted partnersfor the past four years.
How eGuardian works. In a very similar way, except it will be available
through our secure Law Enforcement Online
Internet portal to more than 18,000 agencies, which will be able to run searches
and input their own reports. Their entries will be automatically sent to
a state fusion center (or a similar intelligence-based hub) for
vetting, where trained personnel will evaluate it and then either monitor
it, close it, or refer it to the appropriate FBI terror task force. Ultimately,
eGuardian will add additional capabilities like geo-spatial mapping, live
chats, and link analysis.
What happens if an incident has no probable link to terrorism? The
report is deleted to ensure personal data is not being needlessly stored.
If the information is deemed inconclusive, it will remain in
eGuardian for up to five years, in accordance with federal regulations. |

Challenges to Public Safety and Homeland Security Facing the Next U.S.
President
The simple truth is that average Americans are much more likely to find
themselves victims of crime than of a terrorist attack. In fact, in the years
since the terrorist attacks of September 11, 2001, 99,000 Americans have
been murdered, and each year roughly 1.4 million Americans are the victims
of violent crime. The ability of U.S. law enforcement agencies to reduce
these horrific numbers has been hindered by a combination of factors. Since
the September 11 attacks, local law enforcement agencies have been required
to do more to protect their communities against terrorism. Yet surprisingly,
resources available to the local law enforcement community have been decimated.
As a result, the ability of law enforcement agencies to remain fully staffed,
purchase necessary equipment, and ensure that their officers receive essential
training has been severely hindered.
Nearly 30,000 American lives are lost to gun violence each yeara number
far higher than in any other country. Since 1963, more Americans have died
by gunfire than perished in combat in the entire 20th century.
The effectiveness of police in their varied missionsfrom law enforcement
to homeland securitydepends on the trust and confidence of the community.
Public trust and confidence are severely reduced when individuals civil
rights and civil liberties are compromised. When any community perceives
that its civil rights and civil liberties are violated, all sense of trust,
cooperation, and partnership between the police and that community is undermined. |

Two soldiers died Sept. 20 in the Korengal Valley, Afghanistan, of wounds
suffered when their vehicle encountered an improvised explosive
device. They were assigned to the 1st Battalion, 26th Infantry Regiment,
3rd Brigade Combat Team, 1st Infantry Division, Fort Hood, Texas:
Staff Sgt. Nathan M. Cox, 32, of Walcott,
Iowa
Pvt. Joseph F. Gonzales, 18, of Tucson,
Ariz.
Marine Sgt. Jerome C. Bell Jr., 29, of
Auburn, N.Y., died Sept. 19 while supporting combat operations in Farah province,
Afghanistan. He was assigned to 2nd Battalion, 7th Marine Regiment, 1st Marine
Division, I Marine Expeditionary Force, Twentynine Palms, Calif.
Four soldiers died Sept. 17 in Gerdia Seria, Afghanistan, of wounds suffered
when their vehicle encountered an improvised explosive device:
Sgt. Joshua W. Harris, 21, of Romeoville,
Ill., who was assigned to the 2nd Battalion 122nd Field Artillery, Illinois

30, of Haworth, Okla., died Sept. 18 at Bagram Airfield, Afghanistan, of
wounds sustained Sept. 17 when his mounted patrol was attacked by enemy forces
using small arms and rocket-propelled grenades in Able Monti,
Afghanistan. He was assigned to the 1st Battalion, 26th Infantry Regiment,
3rd Brigade Combat Team, 1st Infantry Division, Fort Hood, Texas.
Airman Maj. Rodolfo I. Rodriguez, 34,
of El Paso, Texas, died Sept. 20 in Islamabad, Pakistan, of wounds suffered
from an improvised explosive device. He was assigned to the 86th Construction
& Training Squadron, Ramstein Air Base, Germany.

19, of Carol Stream, Ill., died Sept. 17 in Baghdad, Iraq, of injuries sustained
when his vehicle was involved in an accident. He was assigned to the

Sailor Hospital Corpsman 3rd Class Eichmann A.
Strickland, 23, of Arlington, Wash., died Sept. 9 from injuries
suffered when the vehicle he was driving hit an improvised explosive device
in Afghanya Valley, Afghanistan. Strickland was assigned to Combat Service
Support Det. 36, Iwakuni, Japan. He was a member of a US Marine embedded
Training Team deployed to Afghan Regional Security Integration Command Central.
Soldier Pvt. Michael W. Murdock, 22,
of Chocowinity, N.C., died Sept. 11 at Bagram Airfield, Afghanistan, of wounds
suffered at Combat Outpost Lybert, Afghanistan, when he was struck by enemy
fire. He was assigned to the 1st Battalion, 6th Field Artillery Regiment,
3rd Brigade Combat Team, 1st Infantry Division, Fort Hood, Texas.
Soldier Lt. Col. Ralph J. Marino, 46,
of Houston, Pa., died Sept 14 at Camp Buehring, Kuwait, from a non-combat
related illness. He was assigned to U.S. Army Central Command, Camp
Arifjan, Kuwait.

Two soldiers died Sept. 14 in Tunnis, Iraq, of wounds sustained in a non-hostile
incident:
Staff Sgt. Darris J. Dawson, 24, of
Pensacola, Fla.
Sgt. Wesley R. Durbin, 26, of Hurst,
Texas.
The soldiers were assigned to the 3rd Battalion, 7th Infantry Regiment, 4th
Brigade Combat Team, 3rd Infantry Division, Fort Stewart, Ga.
Soldier Pvt. Michael W. Murdock, 22,
of Chocowinity, N.C., died Sept. 11 at Bagram Airfield, Afghanistan, of wounds
suffered at Combat Outpost Lybert, Afghanistan, when he was struck by enemy
fire. He was assigned to the 1st Battalion, 6th Field Artillery Regiment,
3rd Brigade Combat Team, 1st Infantry Division, Fort Hood, Texas.
Soldier Chief Warrant Officer Michael
Slebodnik, 39, of Gibsonia, Pa., died Sept. 11 at Bagram Airfield,
Afghanistan, of wounds suffered near Forward Operating Base Nagil, Afghanistan,
when the aircraft he was piloting received enemy fire. He was assigned
to the 2nd Battalion, 17th Cavalry Regiment, 101st Combat Aviation Brigade,
101st Airborne Division (Air Assault), Fort Campbell, Ky.
Soldier Sgt. 1st Class Daniel R. Sexton,
53, of Wentzville, Mo., died Sept. 10 at Joint Base Balad, Iraq, of injuries
sustained in a non-combat related incident. He was assigned to the 164th
Military Police Company, Fort Richardson, Alaska.
Soldier Spc. Marques I. Knight, 24, of
San Juan Capistrano, Calif., died Sept. 6 in Aliabad, Afghanistan, of wounds
suffered when he received small arms fire while on dismounted patrol. He
was assigned to the 1st Battalion, 26th Infantry Regiment, 3rd Brigade Combat
Team, 1st Infantry Division, Fort Hood, Texas.

Friewald, 30, of Armada, Mich., died Sept. 12 from injuries sustained
while conducting combat operations in Afghanistan Sept. 11. Friewald
was temporarily forward deployed from his assignment at Naval Special Warfare
Development Group, Dam Neck, Va.
Sailor Senior Chief Petty Officer John Wayne
Marcum, 34, of Flushing, Mich., died Sept. 12 from injuries sustained
while conducting combat operations in Afghanistan Sept. 11. Marcum was
temporarily forward deployed from his assignment at Naval Special Warfare
Development Group, Dam Neck, Va.

Marine Capt. Jesse Melton III, 29, of
Randallstown, Md., died Sept. 9 while supporting combat operations in Parwan
province, Afghanistan. He was assigned to Headquarters Battery, 12th
Marines, 3rd Marine Division, Marine Corps Base Hawaii, Kaneohe Bay,
Hawaii.
Marine 1st Lt. Nicholas A. Madrazo, 25,
of Bothell, Wash., died Sept. 9 while supporting combat operations in Parwan
province, Afghanistan. He was assigned to Combat Logistics Battalion
37, 3rd Marine Logistics Group, III Marine Expeditionary Force, Okinawa,
Japan.

22, of St. Louis, Mo., died Sept. 4 in Afghanistan, of wounds suffered when
his vehicle encountered an improvised explosive device. He was assigned
to the 2nd Battalion, 2nd Infantry Regiment, 3rd Brigade Combat Team, 1st
Infantry Division, Fort Hood, Texas.

of Littlestown, Pa., died Sept. 6 at Outpost Restrepo, Kunar Province,
Afghanistan, of wounds suffered when he received enemy fire while on dismounted
patrol. He was assigned to the 1st Battalion, 26th Infantry Regiment,
3rd Brigade Combat Team, 1st Infantry Division, Fort Hood, Texas.

22, of South Jordan, Utah, died Sept. 5 at Forward Operating Base Hammer,
Iraq, of injuries sustained in a non-combat related incident. He was

Team, 1st Armored Division, Baumholder, Germany.

of Columbia, Mo., died on Aug. 25 of wounds suffered from enemy fire while
on a dismounted patrol in Adhamiyah, Iraq. He was assigned to the 3rd
Battalion, 29th Field Artillery Regiment, 3rd Brigade Combat Team, 4th Infantry
Division, Fort Carson, Colo.
Soldier Spc. Carlo E. Alfonso, 23, of
Spokane, Wash., died on Aug. 26 of injuries sustained when his vehicle struck
an improvised explosive device in Sadr City, Iraq. He was assigned
to the 40th Engineer Battalion, 2d Brigade Combat Team, 1st Armored Division,
Baumholder, Germany.
Soldier Spc. Jorge L. Feliz Nieve, 26,
of Queens Village, N.Y., died on Aug. 28 of injuries sustained from a vehicle
incident in Mosul, Iraq. He was assigned to the 3rd Squadron, 3rd Armored
Cavalry Regiment, Fort Hood, Texas.
