- FEMA does not identify or condemn homes or other structures.
- The identification and condemnation of homes and other unsafe structures is the responsibility of the Guam Department of Public Works (GDPW) and the village mayors.
- FEMA's involvement in the demolition process is limited to helping reimburse GDPW for storm-related costs after other options have been exhausted.
- Owners of damaged and unsafe structures are encouraged to use their own resources or seek an SBA loan.
- Public Assistance (FEMA's program to assist communities to restore infrastructure) money can be used on a case-by-case basis to reimburse GDPW for some costs
- >when the structure has been determined by a designated engineer to be damaged to an unsafe condition by Typhoon Chata 'an or Super Typhoon Pongsona,
