The Department of the Air Force, the Department of Commerce (DoC) and the National Aeronautics and Space Administration (NASA) are announcing an award of a $4,500,000,000 contract to provide for the National Polar-Orbiting Operational Environmental Satellite System (NPOESS) acquisition and operation contract to TRW Space and Electronics. The NPOESS program is a joint DoD/DoC/NASA endeavor that integrates the capabilities and infrastructure of the DoC Polar-Orbiting Environmental Satellite Program, the DoD Defense Meteorological Satellite Program and NASA's long-term continuous climate record collection. It will serve as a single, integrated satellite system satisfying both civil and national security requirements for space-based, remotely sensed environmental data that will significantly improve weather forecasting and climate prediction. The acquisition and operation effort will include completing development of the NPOESS sensor payloads; sensors and integration support for the NPOESS Preparatory Project test mission; development and delivery of support, data processing and ground control hardware and software; development of the NPOESS space segment and integration with the launch segment; ongoing test, validation and calibration activities; production of two NPOESS spacecraft; and operation of the NPOESS constellation through fiscal year 2011. The contract includes options that provide for four replenishment NPOESS spacecraft and operation of the NPOESS constellation from fiscal year 2012 through fiscal year 2018. The locations of performance are TRW Space and Electronics, Redondo Beach, Calif. (35%), Raytheon, Aurora, Colo. (27%) and other locations. At this time, $46,000,000 of the funds have been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be complete by November 2015. Solicitation began February 2002, and negotiations were completed July 2002. J.K Hill and Associates Inc., Norfolk, Va., is being awarded a $5,880,003 fixed-price-award-fee contract to provide for fiscal year 2003 base supply, fuels and logistic material control activity services for the Air Force Flight Test Center, Edwards Air Force Base, Calif. The location of performance is Edwards Air Force Base, Calif. At this time, no funds have been obligated. This work will be complete by September 2003. Solicitation began April 2002. K.L. House Construction Co. Inc., Albuquerque, N.M., is being awarded a $12,199,950 firm-fixed-price contract for design and construction of a telescope atmosphere compensation laboratory. Work will be performed at Kirtland Air Force Base, Bernalillo, N.M., and is expected to be completed by Feb. 8, 2004. Contract funds will not expire at the end of the current fiscal year. Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a $37,113,756 firm-fixed-price, indefinite-delivery and indefinite-quantity contract for repair, overhaul, modification and test and evaluation of various configurations of CH-53E/MH-53E helicopter main rotor heads with sleeve and spindles and main gearboxes with free wheel units. This contract includes options which, if exercised, would bring the total cumulative value of this contract to $225,438,832. Work will be performed at Stratford, Conn., and is expected to be completed by February 2007. Contract funds will not expire at the end of the current fiscal year. Northrop Grumman Corp., Integrated System Sector, Melbourne, Fla., is being awarded an estimated $36,869,830 cost-plus-incentive-fee, cost-plus-fixed-fee contract for the demonstration and development of the Rapid Airborne Mine Clearance System (RAMICS). RAMICS will be an airborne mine countermeasures (AMCM) system designed to rapidly reacquire, target and neutralize floating and near surface moored sea mines in the upper water column. The system will be deployed from a MH-60S helicopter and will provide organic airborne mine defense for carrier battle groups and amphibious ready groups. Work will be performed in Melbourne, Fla., and is expected to be completed by August 2005. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured and posted on Navy Electronic Commerce Online with two offers received. The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-02-C-6324).

Atlantic Research Corp., Solid Propulsion Division, Camden, Ark., is being awarded a $20,192,820 firm-fixed-price modification to previously awarded contract (N00024-00-C-5378) for the procurement of 160 MOD 2 MK 104 dual thrust rocket motors, two MOD 2 inerts and 108 upgraded rocket motors in support of the STANDARD Missile Program. This contract modification combines purchases for the U.S. Navy (71%) and the governments of Korea (28%) and Spain (1%) under the Foreign Military Sales Program. Work will be performed in Camden, Ark. (95%), and Gainesville, Va. (5%), and is expected to be completed by September 2004. Contract funds will not expire at the end of the current fiscal year. Raytheon Technical Services Co., through its subsidiary, Raytheon Technical Services Guam Inc., Burlington, Mass., is being awarded a $7,658,070 modification under a previously awarded combination firm-fixed-price contract (N62742-98-D-1803) with indefinite-quantity and time and materials provisions for base operations services. This modification provides for additional services for the initial homeporting of two Los Angeles class submarines in Guam. Work will be performed at various Naval activities, U.S. Territory of Guam, and is expected to be completed by September 2007. Contract funds will expire at the end of the current fiscal year. The basic contract was competitively procured with 33 proposals solicited, four offers received and award made on Jan. 7, 2000. The Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity.

Amerda Hess, Woodbridge, N.J., is being awarded $11,581,179 fixed-price with economic price adjustment type contract for 9,041,500 gallons of motor gasoline and 10,106,000 gallons of distillate diesel fuel and heating oil for the U.S. Army, U.S. Navy, U.S. Air Force and federal civilian agencies. Work will also be performed in Delaware, the District of Columbia, Maryland and Virginia. Performance completion date is scheduled for July 31, 2005. Contract funds will not expired at the end of the current fiscal year. There were 339 proposals solicited and 46 responded.
