NAVY

L. C. Gaskins Construction Company, Inc.*, Jacksonville, Fla., is being awarded $13,390,000 for Task Order 0003 under a firm-fixed-price, indefinite-delivery and indefinite-quantity, design/build multiple award contract for the design and construction of a multi-story 260 room bachelor enlisted quarters at Naval Station, Mayport. Work will be performed in Mayport, Fla., and is expected to be completed by August 2004. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 50 proposals solicited, 19 offers received and award made on June 25, 1999. The total contract amount is not to exceed $200,000,000 (base period and three option years). The multiple contractors (three in number) may compete for task orders under the terms and conditions of the existing contract. Three proposals were received for this task order. The Naval Facilities Engineering Command, Southern Division, North Charleston, S.C., is the contracting activity (contract number N62467-98-D-1038).

Booz-Allen and Hamilton, Inc., McLean, Va., is being awarded an $8,959,888 modification to a previously awarded cost-plus-fixed-fee, term contract (N00421-00-C-0565) to exercise an option for the procurement of engineering, technical, management, and professional services in support of Communications-Electronics (C-E) and Information Transfer Systems for Special Communications Programs. The C-E Systems support tactical and non-tactical operational applications for the Navy, Army, Air Force, Special Operations Commands, Component Commands, Joint Special Operations Commands, Department of Justice, Department of Treasury, U. S. Customs Service, Immigration and Naturalization Services, U. S. Coast Guard, and related DoD and agency programs including counterterrorism, counterdrug, intelligence, and law enforcement programs. The estimated level of effort for this option is 149,500 man-hours. Work will be performed in St. Inigoes, Md., and is expected to be completed by August 2003. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., is the contracting activity.

James N. Gray Company, Lexington, Ky., is being awarded a $10,171,018 for firm-fixed-price Task Order H101 under an indefinite-delivery and indefinite-quantity, multiple award construction contract for construction of an aircraft maintenance hangar at Naval Base, Norfolk. Work will be performed in Norfolk, Va., and is expected to be completed by June 2004. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured via the NAVFAC e-solicitation website, with 17 proposals received and award made on June 21, 2002 by Engineering Field Activity, Northeast. The total contract amount is not to exceed $700,000,000, which includes the base period and four option years. The multiple contractors (five in number) may compete for task orders under the terms and conditions of the existing contract. Four proposals were received for this task order. The Naval Facilities Engineering Command, Atlantic Division, Norfolk, Va., is the contracting activity (N62472-01-D-0073).

AIR FORCE

The Boeing Co., McDonnell Aerospace Division, St. Louis is being awarded a $13,057,115 firm-fixed price contract modification to provide for an engineering change proposal (ECP) to the Avionics Upgrade Program supporting the T-38 aircraft. This ECP will result in the Tactical Air Navigation system being installed in all 509 of the Air Force's T-38 aircraft. The location of performance is the Boeing Co., Williams Gateway Airport, Mesa, Ariz. Total funds have been obligated. This work will be completed by April 2004. Negotiations were completed July 2002. The Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-95-C-0057, P00094).

This ECP will result in a software upgrade for all 509 of the Air Force's T-38 aircraft. Total funds have been obligated.
