DEFENSE LOGISTICS AGENCY

Petro Star Valdez Refinery*, Anchorage, Alaska, is being awarded an $18,940,677 fixed-price-with-economic-price-adjustment contract for JP-8, jet fuel; and JP-5, jet fuel. One hundred eighty-six proposals were solicited and 34 were received. Work will be performed in Valdez, Alaska, and is expected to be completed by Sept. 30, 1999. Funds will not expire at the end of the fiscal year. The Defense Energy Support Center, Fort Belvoir, Va., is the contracting activity (SPO600-98-D-0498).

Petro Star Inc.*, Anchorage, Alaska, is being awarded a $10,943,494 fixed-price-with-economic-price-adjustment contract for JP-8, jet fuel; and JP-5, jet fuel. One hundred eighty-six proposals were solicited and 34 were received. Work will be performed in North Pole, Alaska, and is expected to be completed by Sept. 30, 1999. AIR FORCE

Boeing North American, Inc., Fort Walton Beach, Fla., is being awarded a $1,200,000,000 indefinite-delivery/indefinite-quantity contract to provide for the Integrated Weapon System Support Program for the AC-130H, AC-130U, MC-130E, and MC-130H aircraft. This effort includes modification and enhancement integration, repair and maintenance, support and training equipment, and associated software, data, and testing. Further funds will be obligated as individual deliveries are issued. There were three firms solicited and three proposals received. Expected contract completion date is Sept. 30, 2009. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity (F33657-98-D-0002).

Holmes and Narver, Inc., Orange, Calif., is being awarded a $5,703,081 firm-fixed-price contract to provide for construction of 50 units and demolition of 50 units of military family housing at Columbus AFB, Miss. There were 110 firms solicited and three proposals received. Expected contract completion date is December 1999. Solicitation issue date was April 2, 1998. Human Systems Center, Brooks AFB, Texas, is the contracting activity (F41622-98-C-0034).

Lockheed Martin Corp., Yonkers, NY., is being awarded a $16,853,286 firm-fixed-price contract to provide for the following line replaceable units applicable to the AN/ALR-56M radar warning receiver applicable to the F-16 and C-130J aircraft: 27 analysis processors, 43 superheterodyne controllers, 27 superheterodyne receivers, 84 directional finding receivers, and 32 power supplies. Approximately 31% of this effort supports foreign military sales to Taiwan and Korea. Expected contract completion date is Aug. 2000. Solicitation issue date was June 24, 1998. Carothers Construction, Water Valley, Miss., is being awarded an $8,994,000 firm-fixed-price contract to provide for design and construction of a commissary at Charleston Naval Weapons Station, South Carolina. Expected contract completion date is Jan. 5, 2000. Solicitation issue date was July 7, 1998. Negotiation completion date was Sept. 30, 1998. Intertex General Contractors, Valencia, Calif., is being awarded a $5,246,000 firm-fixed-price contract to provide for construction of an addition and alteration of the commissary at Naval Air Station Fallon, Nevada. Expected contract completion date is Dec. 20, 1999. Solicitation issue date was Aug. 13, 1998. Negotiation completion date was Sept. 15, 1998. McGoldrick Construction Services, San Antonio, Texas, is being awarded a $5,377,000 firm-fixed-price contract to provide for renovation of the Labor/Delivery/Recovery/Post-Partum rooms and the Neo-Natal Intensive Care Unit at Wilford Hall Medical Center, Lackland AFB, Texas. There were 74 firms solicited and eight proposals received. Expected contract completion date is 370 calendar days after issue of notice to proceed. Solicitation issue date was July 1, 1998. Aerotherm Corp, Mountain View, Calif., is being awarded a $19,538,492 cost-plus-award-fee contract to provide for test and evaluation of ballistic missile defense countermeasure concepts. This effort supports the Ballistic Missile Defense Organization's Countermeasures Hands-On Program. Expected contract completion date is Sept. 28, 1999. Air Force Research Laboratory, Kirtland AFB, NM., is the contracting activity (F29601-95-C-0230).

NAVY

  • Hunt Building Corp., El Paso, Texas, is being awarded a $39,254,982 firm-fixed-price contract for design and construction of 373 family housing units and staff non-commissioned officer (NCO) sites at Wire Mountain Family Housing and Staff NCO sites at Marine Corps Base, Camp Pendleton, Calif. J. A. Jones Management Services, Charlotte, N.C.; L. C. Gaskins Construction Co.,* Jacksonville, Fla.; and Bill Harbert Construction Co., Birmingham, Ala., are being awarded a firm-fixed-price, indefinite-delivery, indefinite-quantity design build order contract. The total basic contract amount for all contractors is not to exceed $200,000,000, with a guaranteed minimum of $100,000 to each contractor. J. A. Jones Management Services is being awarded the first two seed projects in the amount of $14,592,077 (including guaranteed minimum) to provide design and construction of a new bachelor enlisted quarters Phase IV and the design and renovation of the combat vehicle maintenance facility both located at the Marine Corps Air Station, Beaufort, S.C. Work will be performed in various locations throughout South Carolina, and is expected to be completed by September 2002. Contract funds will not expire by the end of the current fiscal year. The basic contract was competitively procured with 75 proposals solicited and 14 offers received. These contractors may compete for task orders under the terms and conditions of the existing multiple awardee contract.   • Israel Aircraft Industries Ltd., Taman Precision Instrument, Electronics Group, Yehud Industrial Zone, 56100 Israel, is being awarded an $11,863,451 requirements contract for various quantities of eight various items that comprise a night targeting system used in support of AH-1W aircraft. Work will be performed in the Yehud Industrial Zone, Israel, and is expected to be completed by September 2002. Contract funds will expire by the end of the current fiscal year. General Electric Aircraft Engines, Lynn, Mass., is being awarded an $8,202,828 ceiling price basic ordering agreement order for 19,083 high pressure turbine blades used on the F-404 engine on F/A-18 aircraft. Work will be performed in Lynn, Mass., and is expected to be completed by December 1999. Contract funds will not expire by the end of the current fiscal year. L3 Communications Corporation Display Systems, Alpharetta, Ga., is being awarded a $6,228,607 priced order under a basic ordering agreement to purchase enhanced multifunctional display units and spare parts used on E2-C aircraft. Work will be performed in Alpharetta, Ga., and is expected to be completed by February 2000. Contract funds will not expire by the end of the current fiscal year. Mission Research Corp., Santa Barbara, Calif., is being awarded a $5,498,428 cost-plus-fixed-fee contract for development, test, and fabrication of a ground-based and an airborne laser sound sensor for the micro unattended ground sensor program. This contract contains options which, if exercised, will bring the cumulative value of the contract to $16,011,657. Work will be performed in Torrance, Calif., and is expected to be completed by November 2002. Contract funds will not expire by the end of the current fiscal year. The contract was competitively procured through a Broad Area Announcement with 31 proposals solicited and six offers received. ARMY

Morse Diesel International Inc., Arlington, Va., is being awarded a delivery order amount of $13,777,100 as part of a $69,544,000 firm-fixed-price, indefinite delivery/indefinite quantity contract for Wedge One Renovations, Pentagon Reservation. Work will be performed in Arlington, Va., and is expected to be completed by Nov. 1, 2000. Contract funds will not expire at the end of the current fiscal year. Wolverine Supply Inc.*, Wasilla, Alaska, is being awarded a $14,870,000 firm-fixed-price contract to upgrade twelve barracks buildings at Fort Wainwright, Alaska. Allied Signal Inc., Aerospace Equipment Systems, Tempe, Ariz., is being awarded a delivery order amount of $13,621,260, as part of a $20,431,890 firm-fixed-price, delivery order, multi-year contract for 600 AH-64 clutch assembly auxiliary power units for the Apache helicopter. Work will be performed in Tempe, Ariz., and is expected to be completed by April 1, 2001. Contract funds will not expire at the end of the current fiscal year. Metric Constructors, Marietta, Ga., is being awarded a $12,011,129 firm-fixed-price contract for construction of three barracks buildings for approximately 144 soldiers, construction

of a soldier community building, and all associated site development including underground utilities for storm drainage, water, sanitary sewer, and electrical and site amenities to include sidewalks, parking and landscaping. The construction effort will include the demolition of some buildings existing on the project site. Work will be performed at Hunter Army Airfield, Savannah, Ga., and is expected to be completed by Sept. 30, 2000. Contract funds will not expire at the end of the current fiscal year. There were 97 bids solicited on July 1, 1998, and seven bids were received. The contracting activity is the U.S. Army Corps of Engineers, Savannah, Ga. (DACA21-98-C-0065).

Royal Ordnance of North America, Arlington, Va., is being awarded a $9,916,443 firm-fixed-price contract for production of 538,532 pounds of Composition C-4 Class 3 (tagged) explosive. Work will be performed in the United Kingdom and is expected to be completed by Oct. 30, 1999. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Sept. 21, 1998. The contracting activity is the U.S. Army Armament, Munitions & Chemical Command, Rock Island, Ill. (DAAA09-98-D-0005).

United Defense LP, Ground Systems Division, York, Pa., is being awarded a $7,110,101 firm-fixed-price contract for 46 modification kits for the upgrade of M109 Howitzers for the government of Austria. Work will be performed in York, Pa., and is expected to be completed by Jan. 31, 2000. Contract funds will not expire at the end of the current fiscal year. Raytheon Co., Electronic Systems Division, Bedford, Mass., is being awarded a $6,519,647 modification to a firm-fixed-price contract to exercise Option 1 for PATRIOT Classification, Discrimination, and Identification Phase III (CDI3) and concurrent spares for PATRIOT radar. Work will be performed in Andover, Mass. (35%); Waltham, Mass. (31%); Sudbury, Mass. (15%); Tewksbury, Mass. (10%); Quincy, Mass. (5%); and Bedford, Mass.
