McDonnell Douglas Corp., Long Beach, Calif., is being awarded an $8,097,570 face value increase to a cost-plus-award-fee contract to provide for one Core Thrust Reverser, three Quick Engine Change Kits, and miscellaneous Readiness Support Package spares in support of the C-17 aircraft. The Quick Engine Change Kit contains the components required to affix the engine to the aircraft. Solicitation issue date was July 1, 1998. Negotiation completion date was Aug. 31, 1998. National Transparent Optical Network Consortium, McLean, Va., is being awarded a $21,690,000 technology-investment-agreement contract ($8,875,000, Government Portion; $12,815,000, Contractor Portion) to provide for design, development, and demonstration of a Flat Network Architecture, in support of the Next Generation Internet program. This architecture will include adjustable link capacities and nodes which provide for data packaging into containers for transmission. Expected contract completion date is Dec. 30, 2000. ARMY

K.L. House Construction Co. Inc.*, Albuquerque, N.M., is being awarded a $12,376,000 firm-fixed-price contract for the complete design and construction of a new two-story facility which includes raised floor computer and communication rooms and a large test bed area. The facility includes Secure Compartmentalized Information Facilities (SCIF) rooms and an extensive electronic security and access control system. Building includes support office areas, lobby space, conference rooms, an auditorium, and electrical system including UPS system for

critical systems. Work will be performed at Kirtland Air Force Base, N.M., and is expected to be completed by Jan. 3, 2000. Contract funds will not expire at the end of the current fiscal year. Boeing Defense and Space Group, Seattle, Wash., is being awarded a $4,069,744 increment of a $23,210,911 modification to a cost-plus-fixed-fee/level-of-effort contract, to exercise the option for continued operation of the Airborne Surveillance Testbed (AST) for FY99. The purpose is to accomplish necessary planning, calibration, testing, data collection, and data reduction to provide infrared data from specific missions which support resolution of ballistic missile defense issues and provide assistance for both ballistic missile defense and strategic defense element developments. The AST system is a highly capable long wavelength infrared (LWIR) surveillance system testbed which uses a modified (contractor-owned) Boeing 767 as a platform. Work will be performed in Seattle, Wash., and is expected to be completed by Sept. 30, 1999. Contract funds will not expire at the end of the current fiscal year. CIVIL WORKS - NON MILITARY

Ortiz Enterprises Inc., Irving, Calif., is being awarded a $14,376,015 firm-fixed-price contract for construction of a concrete channel, lining, parapet walls, landscaping, trails and appurtenant drainage structures, fencing and access roads for approximately three miles. Work will be performed at the Los Angeles River (Century Freeway, through the cities of Long Beach, Compton, and Lynwood), and is expected to be completed by Oct. 7, 1999. NAVY

• McDonnell Douglas Corp., a wholly owned subsidiary of Boeing, St. Louis, Mo., is being awarded a $236,732,183 modification to previously awarded contract N00019-96-C-0146 to
• procure four FY 97 F/A-18C aircraft and four FY 97 F/A-18D aircraft and ancillary equipment for the U.S. Marine Corps. These aircraft were procured for the government of Thailand, but were never delivered and are now being converted for the Marine Corps. Work will be performed at St. Louis, Mo. (55%), Los Angeles, Calif. (35%), and El Segundo, Calif. (10%), and is expected to be completed in April 2000. Contract funds will not expire by the end of the current fiscal year. Raytheon Support Service Co., Chula Vista, Calif., is being awarded a $30,012,260 indefinite-delivery/indefinite-quantity contract with cost-plus-award-fee pricing for engineering, fabrication, integration, installation support service and equipment for Navy militarized and commercial off-the-shelf (COTS) communication systems. These include high frequency (HF),

fiber optic, digital data transmission, information exchange and satellite communication systems, the latter including very high frequency (VHF), ultra high frequency (UHF), super high frequency (SHF), extremely high frequency (EHF), and Television Receive Only (TVRO). This contract contains four options which, if exercised, will bring the total cumulative ceiling value of this contract to $217,439,912. Work will be performed in San Diego, Calif. (35%), Norfolk, Va., (35%) and at various other locations inside and outside the continental U.S., dependent upon ships' locations (30%), and is expected to be completed by September 1999. Contract funds will not expire by the end of the current fiscal year. This contract was competitively procured with 76 proposals solicited and two offers received. The Space and Naval Warfare Systems Center, San Diego, Calif., is the contracting activity (N66001-98-D-0058).

Beneco Enterprises, Inc., Midvale, Utah, is being awarded a $12,924,681 firm-fixed-price contract for demolition of existing buildings and the construction of a military logistics air passenger terminal at the Naval Air Station, Norfolk. Work will be performed in Norfolk, Va., and is expected to be completed by April 1999. Contract funds will not expire by the end of the current fiscal year. This contract was competitively procured with 63 proposals solicited and seven offers received. • CDI Marine Co., Portsmouth, Va., is being awarded a $7,567,000 cost-plus-incentive-fee contract for the advanced engineering development of a detailed design, prototype development, demonstration testing of and limited production (phase II) of joint modular lighter system (JMLS). This system provides a means of discharging cargo from strategic sealift ships and moving cargo to shore in the event a port is denied, degraded or not available. The JMLS is an advanced concept technology demonstration design approved for development by the Deputy Under Secretary of Defense for Acquisition and Technology and is intended for use by both the Navy and Army. The target-cost-plus-target-fee amounts not to exceed $20,588,344. Work will

Phase I was competitively procured with 76 proposals solicited and seven offers received and award was made to three contractors. Tracor Systems Technology, Inc., Rockville, Md., is being awarded a $6,960,841 modification to previously awarded contract N00421-97-C-5022 to exercise an option to provide an estimated level-of-effort of 217,000 man-hours of technical and engineering services to support the design, development, installation, integration, test and evaluation, certification, maintenance, and logistics support of combat and communications systems in support of the Navy's Shipbuilding and Conversion and Communication/Electronic programs. Work will be performed in California, Md. (50%), and Lexington Park, Md. (50%), and is expected to be completed in September 1999.
