ARMY

Primex Technologies, Inc., Marion, Ill., was awarded on Sept. 5, a $31,272,989 firm-fixed-price-negotiated contract for cartridge, 25mm Armor Piercing, fin Stabilized, Discarding Sabor with Tracer (APFSDS-T) M19, 249,088 rounds. Work will be performed in Downey, Calif. (63%) and Marion, Ill. (37%), and is expected to be completed by Feb 28, 1999. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Sept 5, 1997 . The contracting activity is the U.S. Army Tank Automotive & Armaments Command, Picatinny Arsenal, N.J. (DAAE30-97-C-1088).

Intellitec Division of Technical Products Group is being awarded a $7,890,000 increment as part of a $30,228,070 cost-plus-fixed-fee contract for Engineering and Manufacturing Development (EMD) of the Joint Services Lightweight Standoff Chemical Agent Detector (JSLSCAD) 47 prototypes. Work will be performed in Deland, Fla., and is expected to be completed by April 30, 2001. Contract funds will not expire at the end of the current fiscal year. There were 57 bids solicited on Feb 21, 1997 and 4 bids received. The contracting activity is the U.S. Army Chemical & Biological Defense Command, Aberdeen Proving Ground, Md. (DAAM01-97-C-0030).

AIR FORCE

Lockheed Martin Corp., Santa Maria, Calif., was awarded on Sept. 5, a $9,305,815 face value increase to a cost-plus-fixed-fee contract to provide for procurement of weather instrumentation, including weather profilers and acoustic sounders, in support of the Range and Space applications Phase IIA program. The goal of this program is to reduce Operations and Maintenance costs of the Spacelift Range System (SLRS) and to reduce mission turnaround time. Contract funds will not expire at the end of the current fiscal year. Contract is expected to be completed May 1999. Orbital Sciences Corp., Chandler, Ariz., was awarded on Sept. 5, a $206,367,842 fixed-price-incentive contract to provide for launch vehicles and services for 24 (best estimated quantity) space and/or ballistic payload missions. Funds will be obligated as individual task orders are issued. Contract funds will not expire at the end of the current fiscal year. There were 10 firms solicited and 2 proposals received. Solicitation began April 1997; negotiations were completed August 1997. Contract is expected to be completed September 2002. Space and Missile Systems Center, Los Angeles AFB, Calif. is the contracting activity (F29601-97/D-0150.

Lockheed Martin Logistics Management, Greenville, S.C., is being awarded a $25,849,730 face value increase to a fixed-price-incentive-firm contract to provide for FY 1998 aircraft maintenance and related services in support of Euro-NATO Joint Jet Pilot Training in the T-27, T38, and AT-38B aircraft. The work will perform this effort at Sheppard Air Force Base, Texas. Contract funds will not expire at the end of the current fiscal year. Contract is expected to be completed September 1998. NAVY

RGE Engineering Services Co., Springfield, Va., is being awarded a $24,375,805 modification to previously awarded contract N00024-92-C-5622 for ship design/integration engineering services. The work involves the preparation and furnishing of ship design engineering services derived from engineering/feasibility reviews associated with definition, design, interface, integration, installation, test and evaluation, and modification of specified shipboard combat systems. Work will be performed in Springfield, Va., and is expected to be completed by September 1998. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Arlington, Va., is the contracting activity.

Harper/Nielsen Dillingham Builders (a joint venture), San Diego, Calif., is being awarded a $13,997,265 firm-fixed-price contract for wholehouse revitalization of 198 existing family housing units and new construction of a housing office and community center at Shadow Mountain, Marine Corps Air Ground Combat Center, Twentynine Palms, Calif. Work will be performed in Twentynine Palms, Calif., and is expected to be completed by November 2000. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 400 proposals and ten offers received. The Naval Facilities Engineering Command, Southwest Div., San Diego, Calif., is the contracting activity (N68711-96-C-2326).

Engineering Technology Center, an operating segment of Analysis and Technology, Inc., North Stonington, Ct., is being awarded a $12,345,228 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee completion contract for design, scientific, and technical services/studies/ analysis to assist with ongoing and future RDT&E projects. Work will be performed in Rcokville, Md. (70%); Bethesda, Md. (20%); and aboard ships at sea (10%), and is expected to

be completed by September 2002. Contract funds in the amount of $20,000 will expire at the end of the current fiscal year. This contract was competitively procured with 43 proposals solicited and one offer received. The Naval Surface Warfare Center, Carderock Div., Bethesda, Md., is the contracting activity (N00167-97-D-0028).

Spatial Integrated Systems (SIS), Arlington, Va., is entering into an Other Transaction Agreement (OTA) with Naval Sea Systems Command, Arlington, Va., in the amount of $7,088,600. The Government will fund $5,128,199 and SIS will fund $1,960,401. This contract includes options which, if exercised, would bring the cumulative value of this contract to $11,564,212. This agreement is for the Commercial Operations and Support Savings Initiative (COSSI) of "Advanced Digital/Logistic Integrated Data Capture and Analysis" in support of NAVSEA (PMS 306). The base award will result in the development of a prototype kit that will automate configuration management and existing engineering/logistics information gathering procedures using the commercial technologies of laser scanning, data warehouse server, 2-D bar coding, and object oriented data base (OODB). Work will be performed in Orinda, Calif. (35%); Arlington, Va. (25%); Rockville, Md. (15%); Worthington, Ohio (15%); and Bloomington, Minn. (10%), and is expected to be completed by September 2000. Contract funds in the amount of $1,428,936 will expire at the end of the current fiscal year. This contract was competitively procured by posting on the Internet by Defense Advanced Research Projects Agency (DARPA) with 81 offers received. The Naval Sea Systems Command, Arlington, Va., is the contracting activity (N00024-97-H-4204).

General Electric Aircraft Engines, Lynn, Mass., is being awarded a $7,000,000 modification to previously awarded contract N00019-92-C-0149 to provide additional funding for the engineering and manufacturing development of the F414-GE-400 engines for the F/A-18E/F aircraft and related modules, devices, and engineering services. Work will be performed in Lynn, Mass. (58%); Evendale, Ohio (25%); Rutland, Vt. (4%); Albuquerque, N.M. (4%); Hooksett, N.H. (3%); Madisonville, Ky. (4%); and Wilmington, N.C. (2%), and is expected to be completed by September 1998. Contract funds would not have expired at the end of the current fiscal year. This contract was not competitively procured. Production Technology Inc., Arlington, Va., is being awarded a $5,301,473 cost-plus-fixed-fee service contract for support of the Navy MANTECH program and the operation of the Best Manufacturing Practices Center of Excellence. This contract includes options which, if exercised, would bring the cumulative value of this contract to $28,486,693. Work will be performed in Arlington, Va. (50%), and College Park, Md. (50%), and is expected to be completed by August 1998. Contract funds in the amount of $102,585 will expire at the end of the current fiscal year.
