About the Director

Photograph of Douglas W. Elmendorf Douglas W. Elmendorf is the eighth Director of CBO. His four-year term began on January 22, 2009. Before he came to CBO, Dr. Elmendorf was a senior fellow in the Economic Studies program at the Brookings Institution. As the Edward M. Bernstein Scholar, Dr. Elmendorf served as coeditor of Brookings Papers on Economic Activity and the director of the Hamilton Project, an initiative to promote economic growth. His areas of expertise are macroeconomics, the financial system, public economics, and fiscal policy, and his latest research at Brookings focused on policy responses to the current mortgage and financial crisis and on economic volatility at the aggregate and household levels.   blog

About the Deputy Director

Photograph of Robert A. Sunshine Robert A. Sunshine, CBO's Deputy Director, has been with the agency almost since its inception. He previously served as the Assistant Director for Budget Analysis, where he supervised the preparation of cost estimates, baseline spending estimates, the analysis of the President's budget, and work related to the budget scorekeeping system. He also coordinated work on CBO's Monthly Budget Review. In 2003, he received the AABPA's James L. Blum Award for exceptional and distinguished accomplishment and leadership in public budgeting.
