Update for USGS DDS-10

Updated files and bug fixes:

The MS-DOS graphical display program now supports the VESA BIOS interface to Super VGA cards. If it doesn't work "out of the box", add the word vesa to the command line, as in
```
C:\DDS10> see monthly.na vesa
```
Don't forget that you'll need the DOS extender in order to run it on your PC.
The UNIX graphical display program now supports Linux. There is a Makefile to ease the build process.
The weekly files for the Southeast Pacific Ocean were inadvertently compressed twice, and my wonderful program wr_mrle has no clue that it is working with already-compressed data. Correctly compressed weekly files for this region are now available.
