Secretary of Defense Robert M. Gates has announced that the President has nominated:
Col. Martin Neubauer, U.S. Air Force, who has been selected for promotion to brigadier general, to serve as the director, Intelligence, Surveillance and Reconnaissance, Headquarters Pacific Air Force, Hickam Air Force Base, Hawaii.
The Chief of Naval Operations, Adm. Gary Roughead announced the assignments of the following flag officers:
Captain Douglass T. Biesel, U.S. Navy, who has been selected to the rank of rear admiral (lower half), is being assigned as commander, Navy Region Midwest, Great Lakes, Ill. Captain Biesel is currently serving as director, Platforms, Manpower Policy, and Budget, Office of the Chief of Naval Operations, Washington, D.C.
Captain Jerry K. Burroughs, U.S. Navy, who has been selected to the rank of rear admiral (lower half), is being assigned as Chief Engineer Directorate, Space and Naval Warfare Systems Command, San Diego, Calif. Captain Burroughs is currently serving as program manager for Special Operating Forces and Undersea Mobility, Program Executive Office for Submarines, Washington, D.C.
Captain James D. Cloyd, U.S. Navy, who has been selected to the rank of rear admiral (lower half), is being assigned as director, Assessment Division, N81D, Office of the Chief of Naval Operations, Washington, D.C. Captain Cloyd is currently serving as director, Strategic Actions Group, Office of the Chief of Naval Operations, Washington, D.C.
Captain Thomas A. Cropper, U.S. Navy, who has been selected to the rank of rear admiral (lower half), is being assigned as deputy commander, U.S. Naval Forces, U.S. Central Command, Manama, Bahrain. Captain Cropper is currently serving as deputy director for Operations and Plans, Office of the Chief of Naval Operations, Washington, D.C.
Captain Michael T. Franken, U.S. Navy, who has been selected to the rank of rear admiral (lower half), is being assigned as deputy director, Plans and Policy, U.S. Central Command, MacDill Air Force Base, Fla. Captain Franken is currently serving as chief of staff, Third Fleet, San Diego, Calif.
Captain Paul A. Grosklags, U.S. Navy, who has been selected to rear admiral (lower half), is being assigned as commander, Fleet Readiness Centers, Patuxent River, Md. Captain Grosklags is currently deputy program executive officer for Air Anti Submarine Warfare Assault and Special Missions Programs, Patuxent River, Md.
Captain Sinclair M. Harris, U.S. Navy, who has been selected to the rank of rear admiral (lower half), is being assigned as deputy director, Expeditionary Warfare, Office of the Chief of Naval Operations, Washington, D.C.
