Flag Officer Announcements

Secretary of Defense Donald H. Rumsfeld announced today that the president has made the following nominations:

Navy Capt. Gerald R. Beaman has been nominated for appointment to the rank of rear admiral (lower half). Beaman is currently serving as chief of staff to the Commander, Naval Air Force, U.S. Pacific Fleet, San Diego, Calif.

Navy Capt. Mark S. Boensel has been nominated for appointment to the rank of rear admiral (lower half). Boensel is currently serving as commanding officer, Naval Air Station, Jacksonville, Fla.

Navy Capt. John H. Bowling III has been nominated for appointment to the rank of rear admiral (lower half). Bowling is currently serving as special assistant to the Commander, Amphibious Group Three, San Diego, Calif.

Navy Capt. Mark H. Buzby has been nominated for appointment to the rank of rear admiral (lower half). Buzby is currently serving as commanding officer, Surface Warfare Officers School Command, Newport, R.I.

Navy Capt. Dan W. Davenport has been nominated for appointment to the rank of rear admiral (lower half). Davenport is currently serving as executive assistant to the Chief of Naval Operations, Washington, D.C.

Navy Capt. Edward H. Deets III has been nominated for appointment to the rank of rear admiral (lower half). Deets is currently serving as commanding officer, Naval Center for Cryptology, Corry Station, Pensacola, Fla.

Navy Capt. William E. Gortney has been nominated for appointment to the rank of rear admiral (lower half). Gortney is currently serving as chief of staff to the Commander, Fifth Fleet/Commander, U.S. Naval Forces Central Command, Manama, Bahrain.

Navy Capt. Michael R. Groothousen has been nominated for appointment to the rank of rear admiral (lower half). Groothousen is currently serving as commanding officer, USS Harry S. Truman (CVN 75), Norfolk, Va.

Navy Capt. Victor G. Guillory has been nominated for appointment to the rank of rear admiral (lower half). Guillory is currently serving as branch head for the Warfare Systems Branch, Office of the Chief of Naval Operations, Washington, D.C.

Navy Capt. Cecil E. D. Haney has been nominated for appointment to the rank of rear admiral (lower half). Haney is currently serving as commander, Submarine Squadron One, Pearl Harbor, Hawaii.

Navy Capt. Harry B. Harris, Jr., has been nominated for appointment to the rank of rear admiral (lower half). Harris is currently serving as assistant chief of staff for operations, plans and political-military affairs, U.S. Naval Forces Central Command, Manama, Bahrain.

Navy Capt. James M. Hart has been nominated for appointment to the rank of rear admiral (lower half). Hart is currently serving as deputy for naval aviation and tactical air systems to the Deputy Director, Defense Systems, Air Warfare, Office of the Under Secretary of Defense, Washington, D.C.

Navy Capt. Ronald H. Henderson, Jr., has been nominated for appointment to the rank of rear admiral (lower half). Henderson is currently serving as commanding officer, USS John F. Kennedy (CV 67), Mayport, Fla.

Navy Capt. Joseph D. Kernan has been nominated for appointment to the rank of rear admiral (lower half). Kernan is currently serving as branch head, Naval Special Warfare Branch, N751, Office of the Chief of Naval Operations, Washington, D.C.

Navy Capt. Raymond M. Klein has been nominated for appointment to the rank of rear admiral (lower half). Klein is currently serving as chief of staff to the Commander, Second Fleet, Norfolk, Va.

Navy Capt. Charles J. Leidig, Jr., has been nominated for appointment to the rank of rear admiral (lower half). Leidig is currently serving as commandant, U.S. Naval Academy, Annapolis, Md.

Navy Capt. Archer M. Macy, Jr., has been nominated for appointment to the rank of rear admiral (lower half). Macy is currently serving as major program manager for integrated warfare systems, Washington, D.C.

Navy Capt. Michael K. Mahon has been nominated for appointment to the rank of rear admiral (lower half). Mahon is currently serving as staff plans officer, N50C, Office of the Chief of Naval Operations, Washington, D.C.

Navy Capt. Charles W. Martoglio has been nominated for appointment to the rank of rear admiral (lower half). Martoglio is currently serving as executive assistant to the Commander, U.S. Fleet Forces Command, Norfolk, Va.

Navy Capt. Kevin M. McCoy has been nominated for appointment to the rank of rear admiral (lower half). McCoy is currently serving as commander, Naval Shipyard, Portsmouth, N.H.

Navy Capt. William D. Rodriguez has been nominated for appointment to the rank of rear admiral (lower half). Rodriguez is currently serving as major program manager for command and control systems, San Diego, Calif.

Navy Capt. Victor C. See, Jr., has been nominated for appointment to the rank of rear admiral (lower half). See is currently serving as deputy program manager for systems engineering, Space and Naval Warfare Systems Command, Chantilly, Va.

Navy Capt. Walter M. Skinner has been nominated for appointment to the rank of rear admiral (lower half). Skinner is currently serving as deputy program manager for air anti-surface warfare, Assault and Special Mission Programs, Patuxent River, Md.
