Environmental Compliance (3 days)

Registration : Scheduling Policy
Who attends: Newly assigned or untrained Field Office Environmental/Safety or Environmental focal points who are or will be involved in the day-to-day implementation of the NWS environmental compliance program.
Objective: The course will discuss environmental regulatory requirements and their application to
National Weather Service (NWS) facilities. It is based on content of the NWS Environmental Management
manual (NWSM 50 - 5116). The environmental manual is published on the NWS safety and environmental
web site at:

Note: Eligibility and registration should be coordinated with regional Environmental/Safety Coordinators and Regional Training focal points.

Fall Protection and Rescue(2.5 days)

Registration : Scheduling PolicyWho Attends: NWS personnel required to climb elevated structures ( less than 100 ft) as a function of their duties and have not attended initial fall protection training or received their certification prior to FY05.
Note: Certification of climbers who received their training prior to FY05 and in FY05 has expeired (In order to be reinstated as climbers, these individuals should take the initial Fall Protection and Rescue training again or a re-certification course with WSH approval). However, due to FY08 budget constraints these individuals will be directed to take a re-certification class. Eligibility and registration should be coordinated with Regional Environmental/Safety Coordinators and Regional Training focal points.
Objective: This course includes classroom instruction and hands-on training (equipment donning, estimation of safe clearance, climbing, and simple rescue techniques for towers below 100 feet.) Practical exercises are performed on the Rohn towers installed at NWSTC. Climbing/fall protection equipment (harnesses and 100% tie-off lanyards etc.) will be individually fitted and issued to students during the class. Course attendees who will climb as part of their job will keep the equipment and take it back to their field offices. Materials: Participants are expected to wear sturdy shoes during practical exercises. Coveralls, safety shoes, and gloves are recommended.

Course Number: FPR11R

Registration : Scheduling PolicyWho Attends: NWS personnel required to climb elevated structures as a function of their duties and
who were initially trained or recertified in FY06 are due recertification in FY08 in fall protection and simple rescue techniques for towers below 100 ft.
Students who attended initial fall protection and rescue class or were re-certified in FY07 are not eligible.
Note: Re-certification is a two year requirement
(i.e., a climber re-certified in March 2006 requires recertification again before the end of FY08, though not neccessarily in March 2008).
for climbers who must also perform resue action. For climbers who are not required to perform rescue
(because rescue services are available within 30 minutes) it is a 3 year requirement.
Registration and eligibility should be coordinated with Regional Environmental/Safety Coordinators and Regional Training focal points.
Objective: This 2.5-day course includes extensive hands-on training. Students will review and improve their knowledge of fall protection, climbing and rescue skills acquired during the initial fall protection training. The course curriculum also includes a comprehensive equipment inspection under supervision of instructors. Practical exercises are performed on the Rohn towers installed at the NWSTC.
Materials: Students are required to bring all climbing equipment issued to them during the initial fall protection course so equipment can be inspected and approved for further use. Students shall also bring fall rescue kit/kits that were issued for WFO personnel climbing remote towers. The kits will be inspected in the class under instructor's supervision. Equipment can be sent to the Training Center before the class and would not have to be carried. Participants are expected to wear sturdy shoes during practical exercises. Coveralls, safety shoes, and gloves are recommended.

Who Attends: Untrained and newly assigned Field Office Safety or Environmental/Safety focal points who are or will be involved in the day-to-day implementation of the NWS Occupational Safety and Health Program.
Note: Registration and eligibility should be coordinated with regional Environmental/Safety Coordinators and Regional Training focal points.
Objective: This safety course will provide guidance to field personnel on how to implement 32 NWS Safety Procedures included in the NWS Occupational Safety and Health manual (NWSM 50-1115). The manual is posted and can be downloaded from the NWS safety and environmental web site:

The purpose of this course is not to provide specific instructions on each procedure contained in the safety manual, but rather to provide guidance on how to implement the NWS Safety Program at NWS facilities.
