CEII - Industry Guide to Filing CEII
I. Responsibility of Filers
All filers who submit information to FERC are instructed to
separate their information into four categories under the Commission's
final rule on CEII RM02-4-000/Order
No. 630, issued on February
21, 2003.
- Public;
- Non-Internet Public (NIP);
- Critical Energy Infrastructure Information (CEII);
- Privileged (other non-public).
These categories dictate how they will be treated by:
- Commission Staff;
- Posted on eLibrary and made available in the Public Reference Room; and
- Otherwise accessed.

II. How to prepare your documents
Specific Instructions are found under 18 C.F.R § 388.112

For filings containing NIP, CEII or Privileged information, filers must:
- Clearly label the cover page with the appropriate category description;
- Appropriately mark every page of the document accordingly;
- Do Not Electronically File NIP, CEII or Privileged Information; and
- Send your documents to:

III. Words of Caution
Please be advised that indicating a document contains CEII does not necessarily mean that the document does in fact contain CEII as contemplated by the rule. Make your claims carefully because the Commission will not tolerate any abuse of the CEII designation.
