Judge Joseph R. Nacy

Judge Nacy, a veteran of World War II (France and Germany in the European Theater of Operations, and Luzon, Philippine Islands, in the Pacific), graduated from Saint Louis University School of Law (J.D.) in June 1951, and was admitted to the Missouri Bar in September 1951.

After practicing transportation law in Jefferson City, Missouri, from 1951 through 1970, Judge Nacy became a Hearing Examiner (Administrative Law Judge) of the Interstate Commerce Commission. He transferred to the Federal Energy Regulatory Commission at the end of 1980.

In December 1972, Judge Nacy was a member of the first class of Administrative Law Judges to graduate from the National Judicial College in Reno, Nevada.

Judge Nacy's service to the organized Bar included a term as President of the Cole County (Mo.) Bar Association; three terms as Vice Chairman of the Missouri Bar Unauthorized Practice Committee; and four terms as Vice Chairman and two terms as Chairman of the Missouri Bar Administrative Law Committee. He is currently a member of the latter committee as well as the Missouri Bar Alternative Dispute Resolution Committee and Government Attorneys Committee. On September 21, 2000, the Missouri Bar conferred the title of Senior Counselor on Judge Nacy.

Judge Nacy has often served as a settlement judge, mediator, or ADR neutral in FERC proceedings. He has participated in several ADR training programs and has read extensively in available ADR professional literature. As an active member of The Missouri Bar's ADR Committee (since its establishment in 1997), he sees all of its correspondence and publications.
