Nonprofit Organizations May Apply For Disaster Assistance

Houston, TX -- The state of Texas wants to identify private nonprofit (PNP) organizations that sustained flood damage and are eligible for help through the Public Assistance program. PNPs affected by the Southeast Texas flood are encouraged to attend an applicants' briefing to learn about eligibility requirements and how organizations may apply for disaster assistance. The meeting is hosted by the Division of Emergency Management (DEM), Texas Department of Public Safety.

"The state of Texas and FEMA are committed to helping all eligible applicants," said Richard Boltz, state coordinating officer for the DEM. "Nonprofits provide a valuable contribution to communities, and we want to do what we can to speed their recovery."

PNPs that operate critical facilities may be eligible for assistance through FEMA's Public Assistance fund. Facilities include power utilities, water treatment facilities, and organizations that provide emergency services or direct medical care such as hospitals, custodial care facilities and clinics.

Eligible PNPs that operate non-critical facilities must first apply for a disaster loan from the U.S. Small Business Administration (SBA). If a non-critical facility is unable to qualify for an SBA loan, or if a loan would not cover all eligible damages, SBA will refer the nonprofit to FEMA and the state for consideration for public assistance.

PNPs may apply for disaster assistance for debris removal and emergency protective measures without first going to the SBA.

Assistance for PNPs is provided on a cost-share basis, with the federal share accounting for 75 percent of the eligible cost of repair, restoration, reconstruction or replacement of essential public facilities, and for the cost of debris removal and emergency protective services associated with the disaster.
