The manual, a culmination of research into practices across North America, is intended to provide a comprehensive collection of traffic signal timing concepts, analytical procedures and applications. FY2010 Budget Phase II
On May 7, President Obama released phase two of his 2010 budget request, which included elimination of $161 million of surface transportation priority earmarks for FY 2010.

Climate Change Bill Stalled in Congress
In a meeting on May 5, Obama pushed Members of the House Energy and Commerce Committee to pass climate change legislation that includes cap-and-trade provisions. Negotiations are stalled due to push back from states that heavily rely on coal, oil or nuclear industries.

Budget Resolution Sets Baseline for Surface Transportation Authorization
On April 29 House and Senate conferees passed a budget resolution conference agreement (S. Con. Res. 13) that allows for a $324 billion baseline for a six-year surface transportation bill, an average of $54 billion in annual surface transportation investment.
