Project Responder is a DHS funded systematic research effort designed to capture the capability needs of the emergency response community. The initial phase of this effort was completed in 2004 with the publication of the National Technology Plan for Emergency Response to Catastrophic Terrorism.

The program identified twelve National Terrorism Response Objectives (NTROs) which were the result of a series of eight workshops and dozens of field interviews with over 125 emergency responders and a number of related groups established to focus on terrorism response. The objectives cover the anticipated scope of emergency responders' requirements for dealing with chemical, biological, nuclear, radiological, and explosive/incendiary attacks on the homeland. These NTROs are presented as an integrated technology plan for improving responder capabilities to deal with catastrophic terrorism.
