NOAA Aircraft Request Procedures
Program Services and Outsourcing Division (NMAO3)

This is a text version of a flow diagram describing how a request for aircraft support is processed.

1. Was the request for support submitted during the current planning phase of the PPBES process? During the Planning phase, program flight hour requirements are provided to OMAO. For the first year of the 5-year Program Plan OMAO requests that principle investigators submit NOAA Form 56-48s through their PPBES Program Managers and Mission Goal Leads to OMAO.

a. Yes:  The Fleet Council makes decisions on flight hour allocation based on significance to NOAA’s mission, the cost benefit of platform selection, and the availability of NOAA aircraft to perform this mission.  Does the request meet the criteria for allocation on a NOAA aircraft?

i. Yes

  1. If Aircraft Services funds are available or needed to fly the project the project is funded by Aircraft Services. 

  2. If Aircraft Services funding is not available or other projects are higher priorities for Aircraft Services funding, the project must use program funds to pay for NOAA aircraft flight time.

ii. No

  1. Assistance is provided by OMAO to arrange flight time on a non-NOAA aircraft.

b. No:  If a principal investigator submits flight hour requirements during a time other than the planning phase of the PPBES process, the request for aircraft support can still be submitted and considered for scheduling availability permits.  Emergency requests also fall under this category.  Does the request meet the criteria for allocation on a NOAA aircraft and is there time for consideration by the Fleet Council.

i. Yes

If a suitable NOAA aircraft is available, the project can be allocated if Aircraft Services funding can support the request or scheduled on a NOAA aircraft if program funds can support the request.

ii. No

Assistance is provided by OMAO to arrange flight time on a non-NOAA aircraft.
