Deputy Assistant Secretary of Defense for Reserve Affairs Materiel and Facilities Deputate

Ms. Walker is the Deputy Assistant Secretary of Defense for Materiel and Facilities in the Office of the Assistant Secretary of Defense for Reserve Affairs.  As DASD she is responsible for policy and management of the National Guard and Reserve Equipment and Military Construction requirements for the Defense Department’s Reserve components including the Army, Marine Corps, Navy, Air Force and Coast Guard, Reserve and Guard forces.  Ms Walker also served as a senior advisor to the Training and Education Joint Cross Service Team evaluating joint service training potential for the 2005 BRAC process.

In June 2004 the Secretary of Defense asked Ms. Walker to join the congressional Commission on the Review of Overseas Military Facility Structure of the United States, commonly known as, The Overseas Basing Commission (OBC)as their Executive Director where she served until September 2005.  As the Commission’s Executive Director, Ms. Walker was responsible for finance, policy, guidance, and direction of the Commission’s staff and provided the Commissioners counsel on appropriate actions for their consideration and deliberation.  The Commission was established by Public Law 108-132 to provide the President and the Congress with an independent and thorough study, review, and recommendation concerning the Department of Defense’s overseas military facility structure, mission requirements, and force structure plans of the United States.  Ms Walker returned to the Department of Defense on October 1, 2005, and resumed her duties as Deputy Assistant Secretary of Defense for Reserve Affairs.  

Ms. Walker was Assistant Director for Analysis and Investment for the Deputy Under Secretary of Defense for Industrial Affairs and Installations.  She managed the Department’s Military Construction requirements and legislative initiatives affecting DoD’s installations and facilities.  Ms. Walker played a significant role in formulating the Department’s housing finance policy.  She participated in the DoD Quality of Life Task Force and implemented the Commission on Roles and Missions recommendations for outsourcing and privatization of non-governmental functions.  Ms. Walker co-chaired, with the Deputy Assistant Secretary of Defense (Installations), the Privatization Integrated Policy Team (IPT) for base commercial activities, the savings from which are to be applied to the DoD’s modernization program.  In 1988 & 1991, Ms Walker served on the Secretary of Defense senior staff, responsible for Base Realignment and Closure analyses and recommendations.

In 1986, Ms. Walker joined the Office of the Secretary of Defense to implement the Executive Order A-76, commonly known as “contracting out.”  Following her A-76 efforts, she initiated the Pilot Contracting Activity Program, a bottom-up approach to base level contracting.  She co-authored a report, Putting Quality at the Top of the Agenda, which focused on innovative contracting methods for architectural-engineering, construction, and base support services.  Additionally, Ms. Walker was the Deputy Director to the Deputy Under Secretary of Defense for Environmental Security responsible for implementation of legislation concerning DoD’s environmental issues. 

Ms. Walker is a certified member of the Acquisition Corps and served on the Defense Acquisition Regulatory Council for several years.  Her contracting experience includes: acquisition and policy development relating to jet fuel, medical, subsistence, and clothing supplies for the Military Departments.  She also initiated the first fuel related foreign military sales program with Honduras, El Salvador, and Israel while contracting in the Defense Fuel Supply Center.  Ms. Walker came to Washington, DC in 1983 from Philadelphia, PA where she began her government career in 1972.

Ms. Walker earned her Master of Public Administration from American University in Washington, DC, a Master Certification in Government Contracting from George Washington University, Washington, DC, and a BS in Business.
