She led the creation of the National Resource Directory Web site, which provides information on services and resources, best practices, and social networking opportunities for recovering service members, veterans, their families and those who support them.

From July 2006 through September 2008, Dr. Davis served as Deputy Assistant Secretary of the Navy, where her responsibilities included oversight of personnel matters affecting Navy and Marine Corps active duty service members and their families. She initiated the Navy's Comprehensive Casualty Care (C3) reform effort to uniformly address the needs of wounded sailors and Marines and their families.

She served on the faculty of the University of Southern California's Departments of Public Administration and Psychiatry and was Director of Clinical Services at the community-based medical clinic adjacent to the University of California at Santa Barbara. She also worked in the Department of Social and Community Psychiatry at the VA Hospital in Sepulveda, California.
