Dr. Lynda C. Davis
Deputy Under Secretary of Defense for Military Community and Family Policy
Dr. Lynda C. Davis assumed the duties of Deputy Under Secretary of Defense for Military Community and Family Policy in October 2008. In that role she is responsible for policy, advocacy, and oversight of all community support to service members and families such as quality of life issues; family and casualty assistance; morale, welfare and recreation programs; Military OneSource and Military HOMEFRONT Web sites; the Department of Defense Education Activity; and the Defense Department's commissary and exchange services.
Dr. Davis also serves as the Department of Defense lead for reform of care management for wounded, ill and injured service members and their families. In that role, she works closely with the Department of Veterans Affairs and other federal agencies, state and local governments, and non-profit
and academic partners to ensure medical and non-medical services are provided across the full continuum of care from recovery to rehabilitation through reintegration. Her team developed the DoD/VA Recovery Coordination Programs, which offer uniform standards of care coordination for recovering service members and their families through the support of a recovery coordinator, recovery plan and recovery teams. She led the creation of the National Resource Directory Web site, which provides information on services and resources, best practices, and social networking opportunities for recovering service members, veterans, their families and those who support them.
From July 2006 through September 2008, Dr. Davis served as Deputy Assistant Secretary of the Navy, where her responsibilities included oversight of personnel matters affecting Navy and Marine Corps active duty service members and their families. She initiated the Navy's Comprehensive Casualty Care (C3) reform effort to uniformly address the needs of wounded sailors and Marines and their families.
Prior to her work in the Department of Defense, Dr. Davis served as: president of the government relations firm Davis O'Connell, Inc.; director of the Florida Governor's Office; federal liaison representative for the Florida State Department of Education; budget and policy analyst for the U.S. Department of Education, Office of Management and Budget; and the Senate Budget and Appropriations Committees. She served on the faculty of the University of Southern California's Departments of Public Administration and Psychiatry and was Director of Clinical Services at the community-based medical clinic adjacent to the University of California at Santa Barbara. She also worked in the Department of Social and Community Psychiatry at the VA Hospital in Sepulveda, California.
Dr. Davis was a Signal Corps Officer in the Florida Army National Guard and served in the Army Reserve. She obtained the rank of captain and earned the "Ironman Award" at Fort Gordon, Ga.
Dr. Davis received her BA in Developmental Psychology from the University of California at Santa Barbara, her MA in Community/Clinical Psychology from California State University at Northridge, and her MPA and PhD in Public Administration (Health and Human Services Administration) from the University of Southern California.
