Alan A. Kotch, MBA
Director, Procurement and Grants Office
Alan A. Kotch, MBA, serves as director of CDC′s Procurement and Grants Office. He provides leadership to employees engaged in the award and administration of contracts and grants and material management activities in support of CDC′s public health mission. Mr. Kotch′s responsibilities include implementing more than 14,000 contract and grant actions; providing stewardship for the obligation of more than 7 billion dollars of taxpayer money annually; and managing worldwide inventory of CDC equipment comprised of approximately 55,000 items valued at 365 million dollars.
Mr. Kotch began his career at CDC in June 2002 as a team leader in PGO. Recently, he has been involved in the business process re-engineering of PGO, which began in 2004. These efforts included reorganizing the structure of PGO to be better aligned with their customers, and implementing a knowledge management tool through the PGO Intranet website.
During his previous public service career, Mr. Kotch served as the procurement and budget advisor to the deputy commissioner of the IRS responsible for reorganizing the agency. The huge undertaking to reorganize a 100,000 person agency from a geographically based model to one comprised of business and shared service units earned him the National Partnership for Reinventing Government “Hammer Award.”
