Galen P. Carver, MS, PE

Director, Atlanta Human Resources Center, U.S. Department of Health and Human Services

Galen Carver, MS, PE, was appointed Director, Atlanta Human Resources Center (AHRC), Centers for Disease Control and Prevention and the Agency for Toxic Substances and Disease Registry (CDC/ATSDR) in June 2007. In this role, Mr. Carver provides strategic and operational direction to ensure effective human resources services for the 9,000+ governmental positions within the CDC/ATSDR.

He is a native of Brookings, South Dakota, and began his federal service career in 1982 as a naval facilities engineering command intern. In his 20 years with the engineering command he served in numerous capacities including construction project manager, maintenance planning director, utilities engineering director, utilities department head, and business manager/senior civilian. He worked at six Navy public works centers (Pensacola, Subic Bay R.P., Pearl Harbor, San Diego, Yokosuka, Japan, and Jacksonville). In February 2002, Mr. Carver reported to the staff of Commander, Navy Region Southeast as the executive director/senior civilian responsible for the shore infrastructure management and base operations for 15 Naval Installations in the southeastern United States and the Caribbean.

In February 2005, Mr. Carver received his appointment to the Senior Executive Service and reported as chief management official for the Coordinating Office for Terrorism Preparedness and Emergency Response. He was responsible for program coordination and the management of a $1.6B annual operating budget comprised of 700 governmental and 400 contractor personnel.

Mr. Carver has a bachelor of science degree in civil engineering from South Dakota State University and a master of science degree in management from Troy State University. He is a graduate of three U.S. Navy programs; Professional Development Center, Public Works Management Development Program and the Executive Management Development Program. He is a registered professional engineer in the State of Florida. Mr. Carver's personal awards include the Navy's superior civilian service award, the Navy's meritorious civilian service award, the Navy and Marine Corps achievement medal and several special act awards.
