Tropical Storm Allison Floods
June 5-9, 2001

INTRODUCTION
Tropical Storm Allison, the first named storm of the 2001 Atlantic Hurricane Season,
devastated portions of Southeast Texas, including the Houston Metro area and
surrounding communities, with severe flooding. Allison spent five days over
Southeast and East Texas and dumped record amounts of rainfall across the area.
There were three distinct heavy rain events. The first event was associated with
Allison's landfall on the 5th and affected northern Galveston and southern and
eastern Harris counties. The second event on the 7th stretched from southern Liberty
county southwestward into the Houston area and northern Fort Bend County. The third
and most devastating event on the 8th and 9th stretched from Conroe to The
Woodlands to Houston and on into northern Galveston County again. At least
twenty-two fatalities associated with the flooding occurred with this third event.
Nearly 37 inches of rain was recorded at the Port of Houston during Allison's five
day rampage!
Allison will go down as the costliest natural disaster in Houston's history. As
the first tropical storm to strike the Upper Texas Coast since Frances in 1998, damage
estimates in Harris County alone (includes the Houston Metro area) have surpassed
$4.88 billion, which is more than two times that caused by the last major hurricane to
strike the Upper Texas Coast, Alicia, in 1983. Disaster costs will rise as damaged
areas outside of the City of Houston are still pending. Allison was even more
deadly than Hurricane Alicia (22 lives lost with Allison, 21 with Alicia).
Allison is the earliest Upper Texas coast landfalling tropical cyclone (June 5) since
a Category 1 hurricane moved inland west of Galveston back in 1871 (June 3). Allison
continued to cause havoc across the Gulf Coast states and then up the mid-Atlantic and
New England regions. Allison will likely go down as the costliest tropical storm to
ever effect the United States.
