Personal Services Contracts

A Personal Services Contract (PSC) is an employment contract between CDC and an individual. These positions are open to United States citizens, U.S. permanent residents, and third country nationals. Citizens and permanent residents of the host country are not eligible under these solicitations.

The CDC is currently recruiting for the following PSC position in Cote d’Ivoire.

CLOSING DATE/TIME:  May 11, 2009, at 3:00 PM Eastern Standard Time

POSITION TITLE: Strategic Information Advisor

PLACE OF PERFORMANCE:  Abidjan, Cote d'Ivoire

RESPONSIBILITIES:  This position provides management and oversight in the development, strengthening, and coordination of national strategic information (SI) capacity among partner organizations supported by the President’s Emergency Plan for AIDS Relief (PEPFAR). The position facilitates formulation and implementation of sound SI policies for optimal data collection, cleaning, storage, analysis, and management; develops and implements training activities for appropriate staff of Cote d'Ivoire ministries to strengthen knowledge and skills in operations and management of large data systems; develops monitoring and evaluation capabilities; and oversees the development of health information systems that are responsive to requests for programmatic evaluation and reporting. The incumbent provides expert scientific and technical strategic information support to the mission of the PEPFAR implementing partners in Cote d’Ivoire and assists and advises on all matters relating to overall SI systems development, analysis, planning, operational research, and quality assurance.

POSITION TITLE: Counseling and Testing (CT) Technical Advisor

PLACE OF PERFORMANCE: Windhoek, Namibia

RESPONSIBILITIES: Serves as CDC’s primary technical expert and point-of-contact for all HIV counseling and testing (CT) activities including the development, modification, or adaptation of appropriate technical strategies and tailored approaches for improving access to HIV CT services (including HIV rapid testing, provider-initiated CT in medical settings, and facility- and community-based CT including mobile services). This position plays a major role in updating CT guidelines and training materials and collaborating with the Ministry of Health and Social Services CT unit to organize the training of counselors, health care providers, and laboratory personnel to improve the quality of CT services.

POSITION TITLE: HIV Clinical Quality Assurance Advisor

PLACE OF PERFORMANCE: Windhoek, Namibia

RESPONSIBILITIES: Provides high-quality technical assistance to the United States Government (USG) PEPFAR country team, the Ministry of Health and Social Services, technical workgroups, implementing partners, and Government of Namibia counterparts, to ensure that the portfolio of program activities contributes to the national HIV/AIDS strategic goals and targets. The position assists the Ministry of Health and Social Services with continuous quality improvement of HIV care and treatment services through leadership of the HIVQUAL initiative and through training and monitoring of personnel at selected initiative sites. Serves as the technical lead for HIV-related quality improvement activities within the Ministry of Health and Social Services.

POSITION TITLE: Senior Demographer

PLACE OF PERFORMANCE: Kisumu, Kenya

RESPONSIBILITIES: Provides scientific consultation and oversight for CDC-Kenya evaluations and research involving the demographic surveillance system based in Kisumu, Kenya. Responsibilities include facilitating demographic research and analyses, training and mentoring Locally Employed Staff in demographical methods, providing technical advice to external organizations such as the Kenya Medical Research Institute (KEMRI) or the Ministry of Health, and advising the Field Station Director and other senior staff or investigators on matters of social demography. Shares responsibility with the CDC Field Station Director and senior scientific staff for all major decisions regarding long-term strategic planning related to community data collection activities for CDC in Kenya. Responsibilities: The incumbent may serve as Administrative Director of Operations (ADO), the principal management and administrative person for all CDC Global AIDS Program (GAP) program activities for either the country or remote field station location within the country of assignment. Technical Public Health Advisor positions: These have responsibility for the administration, planning implementation and management of one or more comprehensive prevention program elements. The incumbent will develop prevention strategies, identify priorities, plan, and implement disease prevention programs. The position may also supervise and monitor program implementation.
