This issue addresses the release of the Draft Monument Management Plan and associated Environmental Assessment on April 22, 2008––Earth Day! The update also provides information about the nine local public meetings statewide, and offers up a good news story about students from Duke University's Nicholas School of the Environment and Earth Sciences who toured Midway in January of this year.

This issue highlights the management planning process, provides summary tables of views expressed during the public scoping period, outlines the vision, mission and goals of the Monument Management Plan, and ends with a "good news!" story about turning the tide of extinction for the Laysan Duck.

Scoping Report & Summary
The Monument Management Plan will consist of Action Plans addressing a range of issues related to Monument management. This scoping report summarizes issues raised during the three public comment periods, beginning in 2000 and spanning a period of seven years. Of the nearly 52,000 comments collected, most supported strong protection for the Monument
