President Requests $292.3 Million for FY 2007 MMS Budget

WASHINGTON, D.C. -The FY 2007 budget for the Minerals Management Service is $292.3 million. This is an increase of $11.3 million over the FY 2006 enacted level.

With the enactment of the Energy Policy Act of 2005, MMS faces a wide range of new and expanded responsibilities. Several sections of the Act add significant additional scope to the MMS mission, such as Section 388, Alternate Energy-Related Uses on the Outer Continental Shelf, and Section 384, Coastal Impact Assistance Program. In addition, several sections increase the scale of existing programs, such as new incentives for oil and gas production, and system modifications for processing royalty credits and incentives.

“This is a critical year for the nation and our growing energy needs,” said Johnnie Burton, MMS director. “With this budget request, MMS can continue moving forward with the new initiatives outlined in the Energy Policy Act of 2005, to ensure safe and clean development of needed ocean energy, efficient mineral revenue collection, and expansion of partnerships through Indian compliance assurance initiatives,” Burton said.

MMS budget priorities are designed to enhance current operations and meet future demands. The President’s 2007 budget will allow MMS to ensure that the public receives the maximum benefit from America’s OCS resources and mineral revenues.

The 2007 MMS budget request is $292.3 million in current appropriations and offsetting receipts. The request for direct appropriations is $163.6 million, an increase of $5.3 million from the 2006 enacted budget, excluding the Hurricane Katrina supplemental. Offsetting receipts are estimated to be $128.7 million, an increase of $6.0 million over 2006.

The resulting $11.3 million increase in overall funding will enable MMS to establish a comprehensive program to manage new and innovative renewable energy projects on the OCS; participate in a coordinated Departmental effort to accelerate research, resource modeling, assessment, and characterization of gas hydrates in the Gulf of Mexico and the North Slope of Alaska; facilitate OCS development and enhance monitoring of deepwater activities; implement the Indian oil valuation rule; and complete the environmental analyses necessary for the 2007 OCS lease sales and the 2007-2012 Five-Year Lease program. The 2007 budget also includes a reduction of $3.1 million related to the indirect costs more appropriately financed through Royalty In Kind receipts collected in 2007.

MMS, an agency of the U.S. Department of the Interior, manages offshore oil and gas exploration as well as renewable and alternative energy sources such as wind, wave, and solar on 1.76 billion acres of the Outer Continental Shelf while protecting the human, marine, and coastal environments. The OCS provides 30 percent of oil and 21 percent of natural gas produced domestically, and sand used for coastal restoration. MMS collects, accounts for, and disburses mineral revenues from Federal and American Indian lands, and contributes to the Land and Water Conservation Fund and other special use funds, with Fiscal Year 2005 disbursements of approximately $9.9 billion and more than $153 billion since 1982.
