Loan Repayment Program for Clinical Researchers (CR-LRP)
The Clinical Research Loan Repayment Program is designed to attract health professionals to
clinical research. Clinical research is patient-oriented clinical research conducted with
human subjects, or research on the causes and consequences of disease in human populations
involving material of human origin (such as tissue specimens and cognitive phenomena) for
which an investigator or colleague directly interacts with human subjects in an outpatient
or inpatient setting to clarify a problem in human physiology, pathophysiology or disease,
or epidemiologic or behavioral studies, outcomes research or health services research, or
developing new technologies,therapeutic interventions, or clinical trials. Qualified health
professionals who contractually agree to conduct qualified clinical research for 50 percent
or more of their total level of effort for a two-year consecutive period are eligible to
apply for this program. LRP participants must conduct qualifying research for an average of
at least 20 hours per week during each quarterly service period. That is, during each
contract quarter, he/she must conduct the required research for a minimum of 240 hours
(based on a 12-week quarter) or 260 hours (based on a 13-week quarter). Participants in this
program can receive educational loan repayment up to $35,000 annually, depending on total
educational loan debt

In addition, payments equal to 39 percent of total loan repayments are credited to the
Internal Revenue Service on behalf of program participants to offset Federal tax liabilities
incurred. The Clinical Research Loan Repayment Program is authorized by the Public Health
Improvement Act of November 2000 (Public Law 106-505), also known as the Clinical Research
Enhancement Act, which added to Section 487F (42 USC 288-5a) of the Public Health Service Act.
Loan Repayment Program for Pediatric Research (PR-LRP)
The Pediatric Research Loan Repayment Program is designed to attract health professionals
to pediatric research. Pediatric Research is directly related to diseases, disorders,
and other conditions in children. Qualified health professionals who contractually agree
to conduct qualified pediatric research for 50 percent or more of their total level of
effort for a two-year consecutive period are eligible to apply for this program. LRP participants
must conduct qualifying research for an average of at least 20 hours per week during each
quarterly service period. That is, during each contract quarter, he/she must conduct the required
research for a minimum of 240 hours (based on a 12-week quarter) or 260 hours (based on a 13-week quarter).
Participants in this program can receive educational loan repayment up to $35,000 annually,
depending on total educational loan debt

The Health Disparities Research Loan Repayment Program is designed to attract health
professionals to minority health and health disparities research, for the purposes of
improving minority health and reducing health disparities. Qualified health professionals
who contractually agree to conduct qualified minority health disparities research or other
health disparities research for 50 percent or more of their total level of effort for a two-year
consecutive period are eligible to apply for this program. LRP participants must conduct
qualifying research for an average of at least 20 hours per week during each quarterly
service period. That is, during each contract quarter, he/she must conduct the required research
for a minimum of 240 hours (based on a 12-week quarter) or 260 hours (based on a 13-week quarter).
Health disparities research is basic research, clinical research or behavioral
research directly relevant to health disparities research. Participants in this program
can receive educational loan repayment up to $35,000 annually, depending on total educational loan debt
(click here to estimate how much can be repaid depending on debt).
In addition, payments equal to 39 percent of total loan repayments are credited to the Internal
Revenue Service on behalf of program participants to offset Federal tax liabilities incurred.
Of the contracts awarded under this program, no less than 50 percent must be to health professionals
from a health disparity population. The Health Disparities Research Loan Repayment Program is
authorized by Public Law 106-525, signed on November 22, 2000, which added to Section 485G
(42 USC 287c-33) of the Public Health Service Act.
Loan Repayment Program for Clinical Researchers from Disadvantaged Backgrounds (ECR-LRP)

is designed to attract health professionals from disadvantaged backgrounds to clinical

research for 50 percent or more of their total level of effort for a two-year consecutive
period are eligible to apply for this program. LRP participants must conduct qualifying
research for an average of at least 20 hours per week during each quarterly service period.

Loan Repayment Program for Contraception and Infertility Research (CIR-LRP)

The Contraception and Infertility Research Loan Repayment Program is designed
to attract investigators to extramural contraception and infertility research sites.
The Contraception and Infertility Research Loan Repayment Program provides for the
repayment of the educational loan debt of qualified health professionals (including
graduate students) who contractually agree to commit to conduct qualified contraception
and/or infertility research for 50 percent or more of their total level of effort for a
two-year consecutive period. LRP participants must conduct qualifying research for an
average of at least 20 hours per week during each quarterly service period.
That is, during each contract quarter, he/she must conduct the required research for a
minimum of 240 hours (based on a 12-week quarter) or 260 hours (based on a 13-week quarter).

The National Institutes of Health Extramural Research Program
The National Institutes of Health (NIH) is the principal biomedical health research
agency of the Federal Government; it is a component of the Department of Health and

To achieve these goals, the NIH spends 80-85 percent of its total budget in support
of biomedical and behavioral research and research training by more than 50,000 scientists
located at more than 1,700 universities, research institutions, and medical centers across
the United States and abroad.
About 11 percent of the NIH's total budget supports intramural research conducted by federally
employed scientists within its laboratories on or near the NIH campus
and in our research hospital

Program Administration
The Division of Loan Repayment (DLR), located in the Office of the Director (OD), National
Institutes of Health (NIH) is responsible for the administration of payments and oversight
of the application process for the following Loan Repayment Programs: Pediatric Research;
Clinical Research; Health Disparities Research; Clinical Researchers from Disadvantaged
Backgrounds; and Contraception and Infertility Research. These programs are administered in
accordance with Sections 485G, 487B, 487E, 487F and 487G of the Public Health Service Act
(42 USC 287c-33, 288-2, 288-5, 288-5a, and 288-6).
